HomeMy WebLinkAboutReso 1976-8059PESOLUTION NO. 8059 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA FINDING THAT CERTAIN PARK DEVELOPI`7ENT AT PALOPRAR PARK BE, AND THE SAME IS HEREBY EXCEPTED FROP~ THE REnUIREP![ENTS OF SECTION 1109 OF THE CHARTER OF THE CITY OF CHULA VISTA AND THAT COMPETITIVE BIDDING FOR THE ACnUISITION OF T'iATERIALS AND EnUIPP4ENT AND SERVICES FOR THE COMPLETION OF SUCH PROJECT IS IP4PRACTICAL AND THAT SAID WORK P~IAY BE PERFORI`'IED MORE ECONOP~ICALLY BY CITY ~~]ORK FORCES, AND APPROPRIATING FUNDS THEREFOR The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council, on February 3, 1976, approved the construction of a rest room facility with an attached drinking fountain at Palomar Park, and ~°]HEREAS, the Director of Parks and Recreation has pre- pared a proposal for the development of this facility, indicating a breakdown of the work to be accomplished and the method of accomplishment, and WHEREAS, because of the many facets involved in the construction of this public rest room at Palomar Park, the varied contractors and subcontractors which would be required and based upon the analysis prepared by the Director of Parks and Recreation, it is deemed desirable to accomplish said improvement by the use of existing City work forces during slack workload periods as these may occur, and WHEREAS, in order to coordinate the use of said ~rork forces, direct City control is required for said project rather than the use of a prime contractor, and ~^I~iEREAS, the City Manager having reviewed the recommenda- tions of the several department heads and the project to be accom- plished in accordance with said recommendations has heretofore recommended to the City Council in accordance with Section 1109 of the City Charter, that said work can be performed. better and more economically by the City with its own employees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that based upon the facts set forth herein- above, and the recommendation of the City Manager of the City of Chula Vista, that the requirements in Section 1109 of the City Charter be, and the same are hereby waived and the improvements required to Palomar Park be accomplished by the appropriate City forces and that competitive bidding requirements be waived for the acquisition of necessary materials and equipment ~~hich may be purchased in the open market. BE IT FURTHER RESOLVED that the sum of $6,683.81 be, and the same is hereby appropriated from the unappropriated surplus of PAD District No. 7 funds, and the sum of $3,316.19 be, and the same is hereby appropriated from the unappropriated surplus of the General Fund for the above purpose. BE IT FURTHER RESOLVED that said resolution may be adopted by the affirmative vote of at least four members of the City Council of the City of Chula Vista.
