HomeMy WebLinkAboutReso 1976-8044 RESOLUTION NO. 8044 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA FINDING THAT CERTAIN PARK DEVELOPP4ENT AT GENERAL ROCA PARK BE, AND THE 5AP4E IS HEREBY EXCEPTED FROM THE REQUIREMENTS OF SECTION 1109 OF THE CHARTER OF THE CITY OF CHULA VISTA AND THAT COMPETITIVE BIDDING FOR THE ACnUISITION OF MATERIALS AND EQUIPP'IENT AND SERVICES FOR THE COMPLETION OF SUCH PROJECT IS IP~4PRACTICAL AND THAT SAID j^70RK P4AY BE PERFORMED TORE ECONOP!IICALLY BY CITY ~^TORK FORCES The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, during budget deliberations, Council allocated $40,000 from the General Fund for the automation of the irrigation system and the rehabilitation of the 16" softball field at Ge¢~eral Roca Park, and WHEREAS, the Director of Parks and Recreation has pre- pared a proposal for the development of this facility, indicating a breakdown of the work to be accomplished and the method of accomplishment, and L~7HEREAS, because of the many facets involved in the improvement of General Roca Park, the varied contractors and !sub- contractors which would be required and based upon the analysis prepared by the Director of Parks and Recreation, it is deemed desirable to accomplish said improvement by the use of existing City work forces during slack workload periods as these may occur, and ti°~HEREAS, in order to coordinate the use of said work forces, direct City control is required for said project rather than the use of a prime contractor, and WHEREAS, the City P~anager having reviewed the recommenda- tions of the several department heads and the project to be accom- plished in accordance with said recommendations has heretofore recommended to the City Council in accordance with Section 1109 of the City Charter, that said work can be performed better and more economically by the City with its own employees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that based upon the facts set forth herein- above, and the recommendation of the City P4anager of the City' of Chula Vista, that the requirements in Section 1109 of the City Charter be, and the same are hereby waived and the improvements required to General Roca Park be accomplished by the appropriate City forces and that competitive bidding requirements be waived for the acquisition of necessary materials and equipment whicih may be purchased in the open market. BE IT FURTHER RESOLVED that said resolution may be adopted by the affirmative vote of at least four members of the City Council of the City of Chula Vista.
