BACKGROUND
The County of San Diego awarded the City of Chula Vista a $20:000 grant to support the
Chula Vista Centennial Celebration on October IS, 2011. The celebration is an admission
free event commemorating Chula Vista's history. Adoption of the resolution accepts the
funds to be used for the operational needs to produce a Centennial History Walk, local talent
stage, youth recreation activities and a fireworks finale.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity for compliance
with the California Environmental Quality Act (CEQA) and has determined that the
activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines
because it is only the acceptance of a grant for support of an event, therefore pursuant to
Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
The City of Chula Vista celebrates its Centennial in October 2011. The public is invited
to the official Chula Vista Centennial Celebration at the U.S. Olympic Training Center
(OTe) on Saturday, October 15 from noon to 9 pm. The celebration will feature a family-
friendly carnival, live music and entertainment on two stages (the main stage will be a
solar stage), food and beverage vendors, classic car show, a centennial history walk,
recreation and learning activities, including the city's Rec and Roll and Chula Vista Fire
Department's interactive Fire House, and fireworks.
A bike valet located near the front entrance will give guests the option to bike to the
event and lock their bikes for the day.
The City ofChula Vista Centennial is a yearlong celebration. Citywide events organized
by and for the community commemorate the history and people of the city and create a
lasting legacy. Sponsored by community businesses, educational groups, and nonprofit
organizations, events will continue through 2011. To learn more about the Centennial and

DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found no property
holdings within 500 feet of the boundaries of the property which is the subject of this
action.
CURRENT YEAR FISCAL IMPACT
Approval of the resolution will result in the appropriation of $20,000 to the fiscal year
2011-12 City Council Department's Services and Supplies budget. This appropriation
will be fully offset by grant funds from the County of San Diego. These grant funds will
be used to support the operational needs for producing a Centennial History Walk, local
talent show, youth recreation activities and fireworks for the Chula Vista Centennial
Celebration.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds. These one-time grant
funds will be used for one-time expenditures.

WHEREAS, the City ofChula Vista was incorporated 100 years ago on Oct. 17, 1911; and
WHEREAS, Chula Vista's Centennial year has featured a variety of community events and
projects for community members to recognize the city's history; and
WHEREAS, Executive Director Tracy Lamb has generously donated the use of the U.S.
Olympic Training Center to celebrate Chula Vista's Centennial; and
WHEREAS, the City of Chula Vista was awarded a grant from the County of San Diego to
assist in producing the Centennial Celebration, which positively promotes Chula Vista's Centennial
and provides an admission-free community event on October 15, 2011.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista
does hereby accept a Grant of $20,000 from the County of San Diego to support the operational
needs for producing a Centennial History Walk, local talent stage, youth recreation activities and
fireworks for the Chula Vista Centennial Celebration on October 15,20 II, at the Olympic Training
Center, and appropriating said Grant funds to the Fiscal Year 2011112 City Council Department's
Supplies and Services Budget.
