HomeMy WebLinkAboutReso 1988-13514 Revised 4/6/88 RESOLUTION NO. 13514 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING DONATION OF A VAN TO THE GIRLS AND BOYS CLUB OF CHULA VISTA AND AUTHORIZING THE PURCHASING AGENT TO TRANSFER TITLE The City Council Of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Girls and Boys Club facility located in the Broadway Shopping Center has been eliminated as a result of redevelopment of the shopping center by Homart, Inc., and WHEREAS, there are no convenient transportation methods available to transport Chula Vista youth from west Chula Vista to the Oleander Street facility until a second Girls and Boys Club facility is completed to serve westerly Chula Vista, and WHEREAS, the Girls and Boys Club has insufficient funds to provide for such a transportation vehicle, and WHEREAS, such transportation would be in the public interest by providing more readily accessible recreational facilities for the youth of westerly Chula Vista. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve donation of one Ford Super Club Wagon Model E-350 Van, vehicle identification number 1FBJS31HXJHA88857 to the Girls and Boys Club of Chula Vista. BE IT FURTHER RESOLVED that the Purchasing Agent is authorized to transfer title on behalf of the City of Chula Vista. BE IT FURTHER RESOLVED that donation and transfer of title to said van is contingent upon submission by the Girls and Boys Club of a pick-up and delivery schedule satisfactory to the Director of Parks and Recreation showing sites not at elementary schools (in addition to those so shown), specifically including Chula Vista Junior High School. BE IT FURTHER RESOLVED that the Director of Parks and Recreation is directed to monitor Girls and Boys Club adherence to said schedule for approximately six months. At the April 23, Council meeting this Department was directed to amend the resolution and delete the reversionary provision. The Club will be given the van without being required to return it to the City when the new community center is built. The City Council did express concern about the van's travel schedule, in particular they want to know when and where the children will be picked up and dropped off. This information should b~ of a comprehensive nature and specifically address the following 1. Times and dates of pick-ups ,_. 2. Locations of pick-up points 3. Destination site or sites 4. Other types of Youth Related excursion involving this vehicle The scheduling documentation that you provide will be included as part of this Department's report to the City Council. This information should be submitted to this Department no later than March 7th in order for us to prepare a report so that this item can go before the Council on March 22. The goal of the Board of Directors is to maximize the capacity to transport as many children in the safest possible manner. The schedule that has been developed reflects the time that the children are dismissed from school and provides the maximum number of pickups. The schedule has been tentatively set pending further testing of the transportation schedule. The final test will occur when the children are being transported from the school site to the Girls' Club and Boys' Club. If we find during the testing that it is taking longer or shorter than is anticipated adjustments would be made in the schedule with the goal of transporting as many children as possible.
