[11 ] CHULA VISTA CITY COUNCIL MEETING OF: June 3, 1975 ITEM TITLE: Resolution - Approving Agreement with San Diego Transit Corporation for Provision of Intercity Bus Service INITIATED BY: Director of Public Works/City Engineer BACKGROUND: San Diego Transit Corporation's bus service proposal for fiscal year 1975-76 has been evaluated. The 48~ net cost increase shown in Exhibit A is the result of a gross cost per mile increase from $1.18 in FY74-75 to $1.64 in FY1975-76 and the addition of an express route. The proposal changes the "L" route from its present Hilltop Drive terminating point to a route down Third Avenue to the Chula Vista City limits. The route will continue down Third Avenue to Main Street with the County paying for the portion of the route between "L" and Main. This change shortens the "L" route within the Chula Vista City limits by .75 miles. The net cost per mile for route "L" has shown a significant decrease even in the face of a gross cost per mile increase. This net cost decrease is attributable to the sharp increase in route "L" ridership. Route "0" did not enjoy such a ridership increase. Hamilton Vista Chula vista, Ca. 92010 Dear Mayor; Attached is our proposal for intercity public transit for Chula Vista for FY 76. This proposal includes the existing service on Routes L and O, plus the extension of Route L through Castle Park to Otay Mesa and the implementation of the Route 100 Express, both of which are scheduled to start on September 14, 1975. These proposals reflect an increase from $94,250 to $139,710 in LTF support. The net cost for Route L is actually $27,240 less than for FY 75, reflecting a very great increase in Chula Vista riders. The net cost for Route 0 is $20,402 more than for FY 75. Route O also increased ridership, but not as dramatically as that indicated on Route L. The proposal to extend Route L south on 3rd Ave. instead of turning on J Street and terminating at Hilltop Drive is a proposal which must have County support as well as yours. It occurs to us that this change in route would have a very minimum impact on the Chula Vista residents, while providing a new mobility for the residents living south of Chula Vista who wish to work or shop in Chula Vista. Hamilton -2- May 19, 1975 The present joint transfer arrangement between your Chula Vista City buses and our service seems to be a very desirable arrangement which we propose to continue. Keep in mind, however, that our fare goes up on July 1, 1975. Regular fare 354, Students, 17 years and under, 254, Seniors and Handicapped 154. I see this as posing no problem other than the fact that anyone using the transfer might be required to pay more when originating on our service than when originating on your service. You may want to consider increasing the basic fare on your local Chula Vista City Line service. Once again we are faced with the June 30 deadline for filing signed agreements.
