Accounts for the Community Development Block Grant of the

BACKGROUND:
Community Development Director
The City has received final approval of its application for funding under the
provisions of the Housing and Community Development Act of 1974. In order to
finalize the approval and begin to expend funds, it is necessary to execute
the acceptance agreement in accord with HUD requirements (see attached letter
dated May 2, 1975).
In addition, it is now necessary to establish the budgetary accounts required to
meet Federal and local accounting procedures. The following structure is adequate
to meet both Federal and local requirements.

SUBJECT: Status Report - Community Development Block Grant Programs
The Department of Housing and Urban Development has formally notified the City
of Chula Vista that the City's application for funding under Title I of the
Housing and Community Development Act of 1974, has been approved and that the first
year program has commenced as of May 1, 1975.
Listed below are the first-year program activities, including the department with
primary responsibility for the project implementation and the cost of the program.

1. Citizen Participation - The objective of the Citizen Participation Program
is to inform the City's residents about the decisionmaking process and to
solicit citizen opinion regarding the effectiveness of City operations.
To achieve this goal, the majority of the funds earmarked for Citizen Parti-
cipation should probably be spent in support of the existing process. City
Council meetings and Boards and Commissions meetings could be publicized
by the display of bulletin boards in community centers, advertising the
various public meetings. Staff, in conjunction with the City Clerk, will
develop a more specific format to present to the City Council.

In addition to strengthening the current citizen participation process, a
citizen opinion survey is contemplated. This survey could be done by tele-
phone or through the mail with a water bill or gas and electric bill.
Whatever form the survey is in, it will be narrow in perspective and elicit
specific responses.
With $10,000~funded for Citizen Participation, the majority of our efforts
will be concentrated in improving the existiny process.
2. Park.- Mueller School - $60,000 has been designated from the Block Grant
to be utilized for the development of a park site to be located at Mueller
Elementary School. This project will be coordinated with the Capital
Improvement Program. The park development would be a joint City-School
Board project. The program already has been discussed at a Parks-Schools
Committee meeting and the next step would probably be to form a project
committee consisting of representatives from both the City and the School
District. The Parks and Recreation Department will be responsible for
implementing the project.
Sport Field - Loma Verde Park - $24,500 has been allotted from the Block
Grant to be utilized for the development and construction of a 16" softball
field to be located at the lower portion. of the Loma Verde Complex. The
Parks and Recreation Department will be responsible for implementing and
administering this program. The project will be coordinated with the
Capital Improvement Program.
4. Multi-Purpose Center Plan - This project consists of determining the location
fora multi-purpose center and providing a schematic plan and cost estimate.
The Community Development Department will administer the program which has
been placed within the Capital Improvement Program, and $5,000 has been
allocated for its completion. The specific format of this project has not
been developed, but the plan will reflect community needs and desires.
Actual construction of a center, if one is called for, would come from
second and third year grants.
Reconstruction of Curbs, Gutters, Etc. - This project consists of the recon-
struction of danaged and deteriorated curbs and gutters, sidewalks and drive-
way approaches. The Public Works Department will be coordinating the program
to which $45,500 has been allocated. This program will be coordinated through
the Capital Improvement Program.
6. Architectural Barriers - Wheelchair Ram s - The Block Grant has allocated
5,000 for the removal of architectural barriers and the construction of
wheelchair ramps. The Public Works Department will administer the program
which will be ihcluded within the Capital Improvement Program.

7. Economic Development - $12,500 has been allocated from the first year Block
Grant funding for an Economic Development Program, with the objective of
increasing economic development and employment opportunities in the City of
Chula Vista. The Community Development Department will be administering this
pro dram.
Tentatively, approximately half of the funding ($6,250), will be utilized to
complement a proposed CPO study of industrial sites in the San Diego region.
The remaining funds will be used in support of a senior citizen information
and referral service. The preliminary research has been completed and the
necessary lines of communication between the City Departments (Community
Development, Personnel, Parks and Recreation) providing input to the project
have been established. A possible site in which to locate the program has
been identified and alternative means of funding staff positions are currently
being explored.
8. Loans and Grants - $25,000 has been earmarked from the Block Grant funding
fora program of loans and grants to qualified owners for housing rehabilitation.
The Community Development Department will coordinate this program.
Thus far, guidelines for establishing earlier HUD rehabilitation programs
have been reviewed and information and forms relative to rehabilitation are
being collected. Also, an informational brochure concerning the program
is being developed, as well as a letter to local lending institutions
soliciting their participation/cooperation. Due to the limited amount of
funding, loans will be stressed. This program is on a trial basis during
the first year, wherein many of the uncertainties of the effort will be
satisfied.
Code Enforcement - In conjunction with the loan and grant effort, $25,000
has been allocated for a Code Enforcement Program. It is anticipated that
approximately $12,500 will be earmarked for the employment of a Housing
Inspector and $12,500 for the promotion and associated costs of the program,
and other administrative needs. Currently, the Department of Building and
Housing is assisting. with this effort.
10. Local Option - The City will have $19,700 to utilize for non-specified
projects and contingencies. Preliminary plans are to allocate approximately
$10,000 of this amount to first year activities in the Third Avenue Central
Business District project. The remaining funds could be used to support
on-going Block Grant programs or to initiate new projects.
