Public hearing -consideration of amendment to General Plan for 29 acres
located on the north side of Telegraph Canyon Road, west of Nacion Ave.,

BACKGROUND:
1. The subject property is currently zoned R-1 and a tentative subdivision map
(Hilltop Vista) has been approved for single family residential development. It is
now appropriate for Council to amend the General Plan to reflect the existing zoning
pattern. For Council's information a copy of the April 16, 1975 staff report to the
Planning Commission is attached.
2. EIR-74-1 (Hilltop Terrace) has previously been certified by both the Planning
Commission (April 9, 1975) and the City Council (May 6, 1975). Both bodies found
that preparation was in accordance with CEQA, the California Administrative Code,
and the Environmental Review Policy of the City of Chula Vista.

Financial Statement:
Commission-Board Recommendation: On April 16, 1975 the Planning Commission by a 5-0
vote adopted a resolution recommending that the City Council amend the General Plan to
change the designation of 29 acres located on the north side of Telegraph Canyon Road
west of Nacion Avenue from High Density Residential (13-26 DU/Ac.) to Medium Density
Residential (4-12 DU/Ac.).

This item involves a change in the General Plan designation for approximately 29
acres of vacant property located on the north side of Telegraph Canyon Road and
west.of Nacion Avenue from High Density Residential (13-26 DU/Ac) to Medium
Density Residential (4-12 DU/Ac).
B. ENVIRONMENTAL Rf_VIEW
The Planning Commission previously certified EIR-74-1 (Hilltop Terrace) on April
9, 1975,. and found that it had been prepared in accordance vaith CEQA, the
California Administrative Code and the Environmental P,evievr Policy of the City
of Chula Vista.
C. ANALYSIS
1. Adjacent General Plan designations:
North - Medium density residential
South - Medium density residential
East -Visitor commercial
West -Medium density residential
2. Adjacent zoning and land use:

3. Ttre subject property is currently zoned R-1 and a tentative subdivision
map (liilltop Vista) has been filed for single family residential develop-
ment. It is appropriate to change the General Plan designation to bring
it into conformance i•~ith the existing zoning and with the designation on
adjacent areas.
E. RECOPIMENDATION
Adopt a motion recommending to the City Council that the General Plan be amended
from High Density Residential (13-26 DU/Ac) to Medium Density Residential
(4-12 DU/Ac) for approximately 29 acres located on the north side of Telegraph
Canyon Road and west of flacion Avenue, as shovm on GPA-75-2, Exhibit A.

RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE 1
CITY COUNCIL A REVISION OF THC GENERAL PLAN FOR APPROXIMATELY
29 ACRES LOCATED ON ThIE NORTH SIDE OF TELEGRAPH CANYON ROAD,
WEST OF NACION AVENUE
WHEREAS, the City of Chula Vista has an adopted General Plan, and
WHEREAS, State law requires that zone designations of property conform to
the General Plan, and
WHEREAS, the City Planning Commission determined the necessity of
considering a revision to the General Plan for approximately 29 acres located
on the north side of Telegraph Canyon Road, west of Nacion Avenue, from
High Density Residential to Medium Density Residential, and
WHEREAS, the Planning Commission set the time and place for a hearing to
consider said revision to the General Plan, and notice of said hearing, together
with its purpose, was given by the publication in a newspaper of general circula-
tion in the City at least ten days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
April 16, 1975, Council Chamber, City Hall, before the Planning Commission, and
said hearing was thereafter closed, and
WHEREAS, the Planning Commission previously certified Environmental
Impact Report EIR-74-1 relating to the subject property, and found that it has
been prepared in accordance with CEQA, the California Administrative Code and the
Environmental Review Policy of the City of Chula Vista.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Commission, the Commission finds that
public necessity, convenience, general welfare and good plan Wing practice require
a revision to the General Plan for approximately 29 acres located on the north
side of Telegraph Canyon Road, west of Nacion Avenue from High Density Residential
to Medium Density Residential.
2. The findings of fact in support of said determination are as follows:
a. The subject property is currently zoned R-1 and a tentative
subdivision map has been filed for single family residential develop-
ment.
b. The revision of the General Plan will bring it into conformance
with existing zoning and with the designation an adjacent areas.
3. The Planning Commission recommends to the City Council that said
revision to the General Plan be adopted.
4. That this resolution be transmitted to the City Council.

this 16th day of April, 1975, by the following vote, to-wit:

The City Council of the City of Chula Vista does hereby
resolve as follows:
T7IIEFtEAS, the City Council has heretofore on May 20,
1975 held a public hearing to consider an araendraent to the
General Plan for certain property being 29 acres located on the
north side of Telegraph Canyon Road, west of Nacion Avenue from
liigki Density Residential to D:edium Density Residential, and
CIIIEREAS, having heard testimony at said public ?searing
and received the recommendation of the Planning Commission, the
City Council now desires to make said revision to the General
Plan.
DIOS4, THEREFORE, BE IT RESOLVED tiZat the City Council of
the City of Chula Vista does hereby amend the General Plan of the
City of Chula Vista in accordance with Resolution No. GPA-75-2 as
adopted and forwarded by the Planning Commission.
