[ 22 ] CHLILA VIS'T'A CI"fY COUNCIL MEETING OF: Mdy 13, 1975 ITEM 'TITLE: Resolution - Approving Park Development Plan and Use of Force Account Labor; Authorizing Receipt of Bids INITIATED BY: Director of Parks and Recreation RACKGROllND The 1973-74 Capital Improvement Program includes Item PD-1-73, Park Development, in the amount of $33,000 for the Elmhurst Park Develop- ment, Phase I. As of March 31, 1975, the Park Acquisition and Develop- ment Fund in District No. 15 shows a balance of $24,110. The combina- tion of these two funds makes a total of $57,110 available for the development of this park site. The Parks and Recreation Department and the Landscape Planner have developed a proposed park plan for the Elmhurst Park site. This plan complies with the Parks and Recreation Element of the General Plan, previously approved by the Council, the Planning Commission and the Parks and Recreation Commission. Following our normal procedure, this plan was presented to and approved by Administration. The College Estates Homeowners' Association then discussed the plan and suggested certain acceptable modifications which were made. This was followed by presentation of the plan to the Parks and Recreation Commission which recommended approval, as recorded in the minutes of the April 17, 1975 meeting. With the approval of these plans by Council, the Parks and Recreation Department will begin a phase development of this park-school site, using field force labor. Authorize receipt of bids for work involved. the requirements of Section 1109. the various increments of the City Manager Recommendation: Concur ~_~7-~~ AGENDA ITEM N0. zz Supplemental Page No.a- $54,000 for Phase I and Phase II (see attached report), with the final phase of this park to be developed after completion of the East "H" Street extension. Phase III consists primarily of the slopes created by this extension. The use of Parks and Recreation Department personnel to accomplish portions of this work is requested in order to proceed with orderly and expeditious development of this park. Concrete work and drain- age facilities will be accomplished under contract; however, the unique timing and coordination demands of this project require direct supervision by the Parks Superintendent and the Landscape Planner, and complete flexibility of the utilization of force account labor now available under the CETA Grant. The City Manager has reviewed the recommendations of the several department heads and the projects to be accomplished in accordance with said recommnedations, and recommends that the City Council waive Section 1109 of the City Charter in that said work can be performed better and more economically by the City with its own employees.
