[ 7 CHULA VISTA CITY COUNCIL MEETING OF: May 6, 1975 ITEM TITLE: RESOLUTION - REJECTI1dG BIDS FOR FURNISHINGS FOR THE CHULA VISTA PUBLIC LIBRARY AND AUTHORIZING THE PURCHASIrdG AGENT TO READVERTISE BIDS FOR SAID FURNISHINGS INITIATED BY: City Attorney / Purchasing Agent BACKGROUND On March 21, 1975, the City went out to bid for the furnishings for the new Chula Vista Public Library. We had not anticipated seeking bids at such an early date because we did not £eel we would have sufficient budgeted funds for the purchases involved. It was determined, however, following a meeting involving the Planager, City Attorney and Director of Finance, that sufficient funds were presently available to allow for the purchase of the Library furnishings. In order to secure the furnishings at the earliest possible date and, thus, hopefully secure the best price for the furnishings, in a time of rising inflation, the City went out to bid. L7e have received seven bids on the furnishings. Only one of the bids received is, in fact, a complete bid. All other bids are partial bids. For the reasons set Forth below, it is the recommendation of the Purchasing Agent and the City Attorney that all the bids be rejected and the furnishings readvertised for bid. The bid specifications required a separate bid on each individual item. It is the opinion of the Purchasing Agent that categorizing the various types of furnishings involved would have facilitated bidding on the furnishings by the various suppliers. Additionally, the Purchasing Department received several complaints from suppliers to the effect that they would have liked to bid on the furnishings but did not have sufficient time to prepare their bid on an item- by-item basis. In addition to the above factors, it has been noted by the City Attorney that the one complete bid received from Mr. Marshall Brown may not, in fact, be the lowest responsible bid due to a disparity between the bid specifications and the bid made by Mr. Brown in the area of the required bid bonds. It is my recommendation, therefore, that in order to secure a totally competitive bid for the furnishings, that the City reject all of the current bids, rearrange the bid specifications and readvertise for bids.
