[ g ] CHULA VISTA CITY COUNCIL MEETING OF: May 6, 1975 ITEM TITLE: Resolution - Approving Soils Engineer and Authorizing Funds for Soils Investigation of "J" Street Storm Drain Trench Backfill INITIATED BY: Director of Public Works/City Engineer ~~~^~~ BACKGROUND: The City has met with representatives of Hubbard Construction Company 3 times during the month of April to schedule and determine the scope of the work the contractor is to perform to repair the 48" and 54" storm drain between East Park Lane and 4th Avenue. Mr. Hubbard has agreed to do the remedial work in accordance with Addendum No. 2 to the agreement approved by Council Resolution No. 7597 on January 14, 1975. Mr. Hubbard, however, does not want to uncover the pipe and remove the trench backfill where it meets the original contract specifications. The staff has agreed to the City retaining a soils engineer to take sufficient soils tests along the entire trench from East Park Lane to 4th Avenue to determine what areas of the trench backfill do or do not meet original project specifications. The City will pay for the cost of the compaction tests. City forces will provide labor and equipment for digging 16 excavations within the trench and will provide the needed traffic control. The contractor has agreed to pay for the sand equivalent tests. Upon receipt of the test result s, report and recommendations of the soils engineer, the City will meet with representatives of Hubbard Construction Company to determine those areas of the trench backfill which meet the original project specifications and to determine those areas of the trench backfill which must be removed and replaced. City Council authorize the expenditure of $3500 from Account 28-6100-141-A to cover the cost of performing the soils tests. City Manager Recommendation:. Concur ~Z -~?~ ~ Item No. 9 Supplemental page 2 The City's consulting engineers, the firm of Bement-Dainwood-Sturgeon, will have a representative on site while trench backfill is being exposed and the soils engineer is gathering samples and performing tests. The City's consulting engineer will document the condition of the trench as the trench backfill is exposed. Anew agreement or an amendment to the City's existing agreement with the consulting engineer will be required before the contractor begins his remedial work. The contractor will begin his repair of the "J" Street storm drain about the first of June if the soils engineer can complete his investigation and report by the third week of May. We have received a proposal from the soils engineering firm of Benton Engineering, Inc. Their estimated cost for taking 40 borings and drive samples and 16 in-place density tests is $2665. As the trench is exposed and our consulting engineer analyzes the situation, it may be necessary to obtain additional samples. For this reason I am requesting that the City Council authorize the expenditure of $3500 to cover the cost of the soils investigation. ~77~7
