Public hearing - Consideration of tentative subdivision map known as
Hilltop Vista - Dale Building Company
ITEM TITLE: Resolution - Approving tentative map of Hilltop Vista
INITIATED BY: Director of Planning
BACKGROUND:
1. The preceding agenda item considered the rezoning of 29 acres of the subject
property from R-3-T to R-1, making way for this item on the_ tentative map. The
Planning Commission was able to make the extensive findings now required of tenta-
tive subdivision maps, and has recommended approval, subject to certain conditions.
The complete staff report of April 9, 1975 is enclosed for Council's reading.
2. EIR-74-1 was certified with the rezoning. No further action is required by
Council.
STAFF REPORT
Two features of the subdivision require further discussion, in staff's opinion.
1. Lot Design on Nacion Avenue.
The enclosed tentative map approved by the Planning Commission shows three lots
fronting on Nacion Avenue and facing property zoned C-V-P. Development plans for
the commercial area are unknown at this time, but it is presumed that the northern
end will contain commercial uses with the activities typically associated with
commercial development. As noted on page 15, paragraph 4, of the attached staff
report to the Planning Commission, the fronting of R-1 lots onto commercial areas
has been consistently avoided in the past due to the deteriorating effect that
commercial activities can have on residential neighborhoods.
Furthermore, it is staff's judgment that the three lots in question, as presently
oriented, will be isolated from the rest of the neighborhood, in conflict with

Financial Statement:
Commission-Board Recommendation: The Planning Commission voted 4-1 (with one absten-
tion on April 9, 1975 recommending that the City Council approve the Hilltop Vista
tentative map (revised 4/14/75) in accordance with the attached Resolution PCS-75-1.
Department Head Recommendation: Concur, with the following modifications:
1. Lots adjacent to Nacion Avenue shall either side on, or back up to, Nacion Avenue.
2. Bike lane should be provided as shown on Section "A" of the Telegraph Canyon
Road sections.
3. Prior to the issuance of building permits, the developer shall comply with City
Council Resolution #6762 reaardino public facilities.

the goals of the Land Use Element (page 22) of the General Plan, which in summary
states that "neighborhoods" should be encouraged and that residential neighborhoods
should be protected from the intrusion of "objectionable, hazardous, dangerous,
and other incompatible uses." In view of these concerns, it is staff's recommenda-
tion that the northeast section of the subdivision be redesigned so that all lots
adjacent to Nacion either side on, or back up to, the street.
Bike Route.
The Planning Commission voted (see condition k, page 7 of the Resolution PCS-75-1)
to require the bike route to be separated from the travelway of Telegraph Canyon
Road, and to not approve the onstreet bike lane as proposed by the developer and
recommended by staff. Staff has reassessed its reasoning behind the onstreet bike
path, as we11 as the available alternatives (see memo to Planning Department from
Director of Public Works) and has concluded that a bike lane provided in the street
offers the best connection between Hilltop Drive and "L" Street. Construction of
a one-way bike path on the north side of Telegraph Canyon Road, as required by the
Planning Commission, would likely result in a hazardous condition with cyclists
using the path for two-way movement. This two-way movement is probable since no
path or lane exists on the south side of Telegraph Canyon Road. provision of a
bike path, landscaping, and a sidewalk as recommended by the Planning Commission
in lieu of the bike lane will require that the adjacent drainage channel be moved
northerly, which in turn may result in a redesign of the subdivision. The extra
wide (14') travel way for motor vehicles, together with the prohibition of parking
on the north side of Telegraph Canyon Road, will provide adequate safety for the
6 ft. wide bicycle lane.
