ITEM TITLE: Resolution - Approving Recommended Revision to Federal Aid
Urban Program

In mid-1974 a regional program of priority road and transit projects
was developed to permit funding by the Federal Highway Administration.
Processing included approval by all City Councils in the County, the
Board of Supervisors, CPO, CALTRANS and the California Highway Commission.
Several Chula Vista sponsored projects were included in the program of
some 57 projects which was finally approved.
Three projects have been withdrawn from the approved program. One of
those withdrawn is the improvement of "H" Street from Hilltop Drive to
I-805 Freeway. As the result of these withdrawals, funds in the amount
of $809,000 are available for rebudgeting.
The City-County Thoroughfare Committee, acting as a coordinating agency
for F.A.U. funds, has recommended that the next highest priority project
which was not funded in the original program be added. Such project is
installation of a ramp metering system along Route 94/125 from I-8 to
I-5. The F.A.U. funded amount for this project is $550,000.
The Committee f~ ther recommends that the balance of available F.A.U.
funds ($259,000)1Japplied to cost overruns on programmed projects.
Application of the previously recognized priority system in selection
of an additional project is a logical and equitable method.

Preservation of a portion of the available F.A.U. funds to be applied
to cost overruns is equally justified in view of the rampant inflation
which has occurred since the original estimates of cost were prepared
for those projects in the program.
Board of Supervisors policy requires that the recommended revised
program developed by the Thoroughfare Advisory Committee be submitted
to the cities for review and comment 30 days prior to consideration by
the Board of Supervisors. Board consideration is scheduled during the
first part of May, 1975. Therefore, the City-County Thoroughfare
Committee has requested City Council review and approval of the
revised program. Written response is requested before May 1, 1975.
Following action by the Board of Supervisors, the revised plan will
be forwarded to C.P.O., CALTRANS, etc.
