CIIULA VISTA CI'PY COUNCIL MEETING OF: April 15, 1975
ITEM TITLE: RESOLUTION - Authorizing submittal of claim for Article 8 bicycle
agility funds under the Transportation Development Act of 1971 (SB 325).

On March 25, 1975, the Council accepted a City Manager's report on available
Local Transportation Fund monies for bicycle facilities. Further, staff was
authorized by minute action to submit an Article 8 claim by April 1, 1975, in
conformance with project descriptions included in the above mentioned report.
Attached is a copy of the City's LTF Article 8 claim forwarded to CPO on
March 31, 1975. Total requested funds amount to $23,725. A description of
work is included in the claim and will be amplified by an oral presentation to
be made at the Council Meeting.
If Council approves of the proposed program for Fiscal 1975-76, a Resolution
supporting the original LTF claim should be passed and forwarded to the
Comprehensive Planning Organization.

LOCAL TRANSPORTATION FUiID BICYCLE PROJECTS CLAIM
Forwarded herevaith is the City of Chula Vista's claim for LTF Article 8
(2% Bicycle) monies for Fiscal Year 1975-7fi. The proposed projects are
designed to draw funds from this jurisdiction's Fiscal 1974-75 LTF carry-
over, a proportional LTF allocation for Fiscal 1975-76, and local resources.
This submission was authorized by City Council Minute Action taken March ?_5,
1975. A formal resolution of our governing body will be forwarded to CPO
in the near future.
The intended program conforms vrith the enclosed Bike Routes Element of
the Chula Vista General Plan. In addition, our designs incorporate
criteria established by CPO's Bicycle Facilities Ad hoc Committee.
Generally, the City's proposal seeks to provide both recreational and
commuter bicyclists with an initial system of safe, convenient, and
coordinated routes and facilities. This foundation will be expanded upon
in future years to prornote bicycle use as a viable local transportation
alternative.

DESCRIPTION OF WORK
The Chula Vista program includes six component parts described
as follows:
Item 1 - Pave shoulders along Telegraph Canyon Road so as to
provide sufficient paved width to permit creation of
bicycle lanes. Pavement is to be 2" in thickness
(except at vehicular crossings) and will vary in width
from 2' to 5'. Grade and compact native material as
.necessary. Trim edge of existing pavement. Apply
tack coat. Place and compact A.C. paving material.
Total area to be paved approximately 60,000 sq. ft.
Location shown on attached Exhibit. NOTE: All labor
.and equipment required for this item are proposed to
be provided at City expense.
'Item 2 - Eradicate green stripes used to designate previously
approved bike route system. These now inappropriate
pavement markings are to be eradicated through appli-
cation of a 1.5' width chip seal coat. Total length
approximately 20 miles. Location shown on attached
Exhibit.
Stem 3 - Paint pavement markings along Telegraph Canyon Road
and Otay Lakes Road. Total length of 6" width stripes
to be applied is approximately 15 miles. Painting to
include appropriate numbers of "Bike, Lane" legends
and arrows. Reflective beads to be applied to all
• ..painted surfaces. Location shown on attached Exhibit.
Item 4 - Install and/or relocate "Bike Route", "Bike Lane" and
other signs as related to the total bike route system.
Predominant use of new signs will be along proposed
bicycle lanes on Telegraph Canyon Road and Otay Lakes
Road.
.Item 5 - Construct bi}:e rest stop along Telegraph Canyon Road.
The rest stop is to include a shade structure, drinking
.fountain, landscaping, picnic table, and bike rack.
.Exact site is not yet selected. One City-owned site
taill be provided by the City if it proves to be feasible
for such use.
.item G - Conduct traffic and engineering studies and prepare
such plans as necessary to implement Items 1 - 5.
Provide engineering studies, designs surveys and
services to facilitate development of a safe and
practical bike route system while. ma};ir:g ma:;innrm
utilization of available funds. NO'PL: These se.:vices
are proposed to be provided at City e:;pense.
