ITEM TITLE: gesolution - Accepting Bids and Awarding Contract for the
Construction of the Chula Vista Library

The City Council, by Resolution #7659 of February 25, 1975, approved the
final plans, specifications and cost estimate for the new Chula Vista
Library and authorized the Director of Public Works to advertise for
bids.
The Director of Public Works received bids for the construction of the
new Chula Vista Library on Wednesday, April 2, 1975 at 11:00 A.M. in the
Council Chambers. Bids were received from 10 contractors. 'i'he lowest
responsible bid was submitted by Roel Construction Company, Inc. in the
amount of $1,738,300. The lowest responsible bid is $761,700 or 30.5
below the architect's estimate of $2,500,000- Following is a list of
bidders with their accompanying bid amounts.

1. City Council accept bids and award contract to Roel Construction
Company, Inc.
2. City Council authorize expenditure of $1,793,470 for construction of th
new City Library.
3. Council authorize establishing a capital construction fund for the
library construction and furnishings, and authorize the transfer of
previously appropriated funds in the amount of $2,475,470 from account
61-7001-RS-1-74 to account 63-7003.
City Manager Recommendation:
Recommend award of contract to Roel with ste21 subcontract as determined
by hearing.

Capital Improvement projects are generally carried together in one
fund. Since the library project is so complex, a separate fund is
required for accounting efficiency. The Director of Finance recommends
the following CIP construction account for library construction and
furnishings: 63-7003 with $2,475,470 in funds being budgeted in the
following object accounts:

$2,564,960 presently appropriated and $2,475,470, the requested transfer
amount, will be left in Account 61-7001-RS-1-74.

steel and metal fabrication and stairs.
The low bidder and correct subcontractor listing for this portion of the
work should have been Riverside Steel Compsny, Riverside, California, and
we request your approval to make this substitution on our proposal form.
