RESOLUTION OF THE CLTY' COUNCIL OF THE CITY OF' CHULA VISTA
APPROVING THE TENPATIVE MAP OF A SUBDIVISION TO BE KNOWN
AS JAY L JAY APARTMENTS FOR CONVERSION OF APARTMENTS TO
CONDOMINIUMS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Planning Commission of the City of Chula Vista
has heretofore approved that certain tentative map of a subdivision to
be known as Jay L Jay Apartments
and has recommended that the City Council approve said tentative map
sub]ect to the conditions as recommended in their letter dated the
15th day of August , 19 74, a copy of which is attached
hereto and by thLS reference made a part hereof, the same as though
fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council does hereby approve said t.enta-
tive subdivision map in accordance with the recommendations of the
PLanning Commission of the City of Chula Vista,

Subject: PCS-74-3 - Tentative subdivision map for conversion of
Jay L Jay Apartments to condominium
At the meeting of August 14, 1974 the City Planning Commission considered the
tentative subdivision map submitted by Greater Western Real Estate Investment
Trust to subdivide the 21 acre Jay L Jay Apartment complex into 7 lots for
the purpose of converting the apartments into condominium units. A total of
480 dwelling units are involved; the intent of the owner is to sell one of six
phases at a time.
The Jay L Jay Apartments are approximately nine years old and are located
between Second and Third Avenue, and Palomar and Quintard Streets.
The Environmental Review Committee found that this request is categorically
exempt (Class 1) from the provision of CEQA 1970, as amended.
Since the map is in conformance with the State Map Act, the Commission recom-
mends approval of the map subject to the following conditions:
1. The subdivider shall construct a 6 ft. solid fence along the westerly
property line, and provide gate openings at points connecting to on-site paths.
2. Applicant shall be required to draft up CC&R's making the City of Chula
Vista a party to maintenance of the project (streets, parking, driveway,
landscaping and irrigation, lighting, and building maintenance).
3. Conversion tax fees shall be paid in accordance with Ordinance 1492 prior
to issuance of certificate of occupancy.
4. The drainage channel shall be fully improved in accordance with the City
of Chula Vista Standards. The developer may construct the channel in increments
with each unit of the subdivision. The amount of each increment constructed
shall be determined in a manner similar to the determination of the "prorated
shares" discussed herein below. If the developer does not construct the channel
in increments and elects to delay construction until the filing of the final

map for later units, he shall make a cash deposit with the City Finance Officer
for the prorated share of all drainage improvements prior to approval of the final
map for each unit by the City Council. Prorated share for each unit of the
subdivision shall be determined by multiplying the ratio of the number of dwelling
units as shown on the final map to the total number of dwelling units as shown
on the approved tentative map by 110 percent of the engineer's estimated cost
of all drainage facilities. A revised engineer's estimate shall be submitted
at the time a final map for each unit(s) is filed with the City Engineer.
5. Install one (1) 84" culvert across Quintard Street together with the required
appurtenant drainage structures. Appurtenant structures shall include but not
be limited to headwalls, wingwalls, fencing and transitions.
6. The subdivider shall dedicate a drainage easement for the entire drainage
channel as shown on the aporoved tentative map on the final man for Unit No, 1
of the subdivision. The width of the drainage easement shall have a minimum of
3 feet on each side of the improved channel.
7. Underground storm drain pipe shall be installed to replace the existing con-
crete swale which drains into the drainage channel within Lot 5. All broken
concrete swales shall be constructed at locations where the drainage is carried
by the asphalt surfacing along the private drives in accordance with City of
Chula Vista Standards.
8. All private drives and driveways shall be reconstructed to City of Chula
Vista design standards. This shall include concrete curb and gutter, and a
designed structural section based upon "R" value tests. The minimum structural
section shall be 2" A.C. on 4" of Class II aggregate base.
9. All public improvements including drainage facilities shall be done in
accordance with Standard Specifications, Standard Drawings, ordinances and
resolutions of the City of Chula Vista.
10. All existing utility lines within and adjacent to the subdivision boundary
shall be undergrounded. Street lights shall be installed along Second Avenue,
Palomar Street and Quintard Street in accordance with City of Chula Vista
Standards.
11. The existing Italian Cypress Trees within the right of way of Second Avenue
and Quintard Street are not the approved specie in accordance with City aporoved
street tree list. These trees shall be removed by the subdivider and be relocated
outside the public right of way. California Pepper Trees spaced at 40 feet on
centers shall be planted uvithin street right of ivay in lieu of the Italian
Cypress Trees by the subdivider.
12. Required bonds and fees are as follows:
a. Subdivision bonds and fees per Ord. 1369.

13. The subdivision boundary shall be relocated to the centerlines of Quintard
Street, Palomar Street and Second Avenue.
14. The subdivision boundary shall be tied to the Lambert projection for
California coordinate system, Zone VI, with a minimum of two (2) points.
The Planning Commission further recommends that the City Council consider with
the applicant any means which the City can make available to enhance the chance
of providing housing within the means of low income residents.
