RESOLUTION OF TfiE CITY COUNCIL OF THE CITY OF CHULA
VISTA, APPROVING AGREEMENT BETWEEN THE CITY OF CHULA
VISTA AND ECONOMIC BEHAVIOR ANALYSTS OF SAN DIEGO FOR
CONDUCTING CITIZEN OPINION SURVEY PURSUANT TO THE
HOUSING AND COMMUNITY DEVELOPMENT BLOCK GRANT
AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMEN'T'
The City Council of the City of Chula Vista does hereby
resolve as follows:
NOW, THEREFORE, BE IT RESOLVED that that certain agreement
between THE CITY OF CHULA VISTA, a municipal corporation, and
ECONOMIC BEHAVIOR ANALYSTS OF SAN DIEGO, for conducting citizen
opinion survey pursuant to the Housing and Community Development
Block Grant
dated the 19th day of November , 1975 a copy of
which is attached hereto and incorporated herein, the same as though
fully set forth herein be, and the same is hereby approved.
BE IT FURTf:ER RESOLVED that the Mayor of the City of Chula
Vista be, and he is hereby authorized ar_d directed to execute said
agreement for and on behalf of the City of Chula Vista.

THIS AGREEMENT is made by and between THE CITY OF CHULA VISTA,
a municipal corporation, (hereinafter called the 11City") and
ECONOMIC BEHAVIOR ANALYSTS, INC., a corporation, (hereinafter
called the "Consultant") who agree as follows:
RECITALS
1. City desires to employ a Consultant to conduct a
Citizen Opinion Survey within the City of Chu 1a Vista.
2. The purpose of the Citizen Opinion Survey is to
assist the City Council's awareness of the needs and desires
of the residents of the City of Chu 1a Vista including their
opinions with respect to City services currently being provided
or considered to be necessary or desirable. A further purpose
of said survey is to obtain the opinions of the residents of
the City with respect to desirable activities to be conducted
utilizing Block Grant funds provided pursuant to the Housing
and Community Development Act of 1974.
3. Consultant represents that it is experienced and
qualified to conduct said survey and is ready, willing and able
to perform this agreement.
NOW, THEREFORE, the City and Consultant agree as follows:

1. The above recitals are hereby incorporated t-ierein as if
set out in full.
2. City agrees to retain Consultant to conduct a Citizen
Opinion Survey within the City and Consultant agrees to
conduct such survey in accordance with the terms and con-
ditions herein described.
3. Consultants project manager shall be Oscar J. Kaplan, Ph.D.,
a Vice President of Consultant who shall be responsible
for the direction and supervision of all work performed
pursuant to this agreement except that Rose Zankan Kaplan,
the President of Consultant, will direct the field work on
the survey. A11 interviews conducted pursuant to this
agreement will be done by Consultant's staff and shall not
be subcontracted.
4. Consultant shall, in cooperation with the Community Develop-
ment Department of City, design a questionnaire containing
approximately 50 items which shall, after pre-testing in
accordance with generally accepted test validation pro-
cedures, be subject to approval by the City.
5. Consultant shall conduct a total of 800 interviews from
the general population within the City over the age of 18
in their homes. Ha 1f of the interviews shall be with men
and only one interview per household shall be permitted.
Each Census Tract within the City will be represented in

its proper strength in terms of dwelling-units. One
hundred starting points shall be randomly selected and
eight interviews will be completed in the vicinity of each
starting point. A11 interviewing will be done on weekends
to assure inclusion of working people. Spanish-speaking
interviewers will be used as required. Consultants super-
visory personnel shall do follow-up interviews on the work
of each interviewer to assure that interviewer's work has
been properly conducted.
6. The data obtained from the interviews will be transferred
to punch-cards and subjected to extensive computer analysis
by Consultant. Such analysis shall include up to 25 cross-
tabulations as requested by City.
7. Consultant shall make members of its staff available for
consultations with the City during the preparation of the
final report and for discussion of the findings after the
final report has been completed. Oscar J. Kaplan, Ph.D.,
shall appear before the City Council of the City to discuss
the final report when such report is submitted to the
Council.
8. Consultant shall submit the final report within six (6)
weeks after the date this agreement is executed except
that said six (6) week period may be extended by the actual
number of days inclement weather precludes the conduct of
interviews.

9. Consultant agrees to perform all of the services described
in this agreement for the total sum of Five Thousand
Dollars ($5,000). City shall pay to Consultant the sum of
One Thousand Five Hundred Dollars ($1,500) upon the ap-
proval of this duestionnaire by City and sha 11 pay to Consultant
the remaining sum of Three Thousand Five Hundred Dollars
($3,500) within fifteen (15) days after the City Council
accepts the final report and Consultant delivers to City
the materials described in Section 10 of this agreement.
10. City may, at any time, in its sole discretion, terminate
this agreement with or without cause upon giving Consultant
five (5) days written notice of its election to do so. In
the event that City elects to terminate this agreement,
Consultant shall be paid the reasonable value of its services
based upon the following schedule of costs:
1) Questionnaire construction and sample design. $ 250.00
2) Mimeographing of questionnaire. 200.00
3) Field work - interviewing. 3,800.00
4) Card punching, verifying and computer work. 500.00
5) Preparation of report. 250.00
$5,000.00
11. A11 research material, and appropriate docunenta'~iori
utilized in the survey shall be the sole and exclusive prop-
erty of the City and sha 11 be delivered to the City upon

12. A11 publicity and public comment concerning the question-
Haire and report shall be done by the City except for the
presentation made by Oscar J. Kaplan, Ph.D., at the City
Council meeting when presenting the report.
13. Consultant understands that this survey is being funded
by a Block Grant given to the City pursuant to the Housing
and Community Development Act of 1974 and warrants that
it is familiar with and understands the requirements of
said Act as well as Title VI of the Civil Rights Act of
1964 and all applicable regulations promulgated pursuant
to said Acts. Consultant hereby assures and certifies
that it will perform this agreement in conformity with the
provisions of said Acts and all applicable regulations
promulgated thereunder.
