HomeMy WebLinkAboutReso 1975-7947RESOLiJTION N0. 7947 RESOLUTIOAd OF THE CITY COUNCIL OF 'I'HE CITY OF CHULA VISTA APPROVING PRECISE PLAiJ FOR PARK i^;EST APARTMENTS LOCATED IN THE 300 BLOCK, SOUTri SIDE OF CENTER STREET, IN THE R-3-H-P ZONE The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the owner of certain property located in the 300 block on the south side of Center Street in the R-3-H-P zone has submitted a precise plan and architectural elevations to the Planning Commission for a project to be known as Park t^7est Apartments, and WHEREAS, the Planning Commission considered such precise p7_ar~ on October 8, 1975 and the architectura':_ elevations on October 27, 1975 and has recommended that the City Council ar_,nrove such plan and arcr~itectural theme in accordance with Planning Commission Resolutions rTos. PCM-75-22 and PC's-75-16(A), attached hereto and incorporated herein by reference as if set forth in full. PUQLIC HEARIP~G: Consideration of Precise Plan for Park west Apartments - Richard Zogob and C. P. Kiffe A. QACKGROUND 1. In the preceding item the Planning Commission considered rezoning the property in the 300 block of Center Street from R-3 to R-3-H-P. This item is the Precise Plan associated tivith tht rezoning. 2. Architectural elevations are part of the required submittal under the "P" h~odifying District regulations. However, staff is still working with the applicant on the elevations. It is anticipated that they will be ready for presentation to the Commission on October 27, 1975. .B. RECa'4MENDATION Adopt a motion approving the Precise Plan for the 92 unit Park West apartments as shown on Exhibit A, subject to the conditions set forth in Sec. E of this report. C. ANALYSIS 1. Project Description. The applicants propose to construct a 92 unit, 3 story apartment complex in a single building frith an open courtyard in the center. The apartments tvould be served by 2 el`vators, locatod inside the courtyard at the norti~ and south ends of the building. The complex would consist of 12 two-bedroom apartments contain- ing 988 sq. ft. each, and 80 one-bedroom apartments at 676 sq. ft. each. Each unit would have a 90 sq. ft. patio/balcony projecting beyond the face of the building. Recreation and laundry rooms would be located on the first floor at the north and south ends of the building. The plan shows a total of 24,320 sq. ft. of usable open space, or 265 sq. ft./unit (200 sq. ft. required), and 19°~ of the parking areas landscaped (10;~ required). 2. Exception to the zoning ordinance. The plan departs from the requirements of the zoning ordinance in that the percentage of compact parking spaces allowed wouod be increased from lOw allowed to 17.7%. Staff is presently working on revising uparard the percentage of compact spaces allowed, based on the increasing percentage of .compact cars on the road. Although the work is not complete, staff is confident enough in the eventual results to recommend that this plan incorporate the higher (17.7%) percentage of compact spaces. 3. Grading plan. The graded slope shown on sheet 2 of Exhibit A indicates a variable 2:1 to 3:1 slope with the toe rounded on City park property. The Director of Parks and Recreation does not desire that any slope rounding occur in this area, since the usable park area in this location is al-ready narrow. Further-nore, since the slope is 3:1, it can be increased to be uniformly 2:1 and eliminate the necessity for the slope rounding. 7~~ i _ L City Planning Commission page 15 Agenda Items for Meeting of October 8, 1975 4. Landscaping concept. A written landscape concept has been submitted and reviewed by staff. This concept, as modified by staff conditions set forth in Sec. E, will be used to prepare the detailed landscaping and irrigation plans. Generally, the staff's concept is that the landscaping materials and design should compliment and soften the mass effect of a 3 story building on all sides. 5. Public services. All public services--city and utilities--are in .place, except fora water r,~ain. Consideration of architectural compatibility with Civic Center Design Control District, Park 1•lest Apartments,Center Street and G~~rrett Avenue, Zogob and Kiffe A. QACKGROUP~D 1. On September 10, 1975, the Planning Con~niSS10n approved the ar~chitectu--al style of an £i4 unit, 2 story apartment building on Center Street. (See locator). (The approved elevation will be displayed at the meeting.} Subsequently, the applicants are re granted a rezoning of the property from R-3 to R-3-H-P (High Rise) and obtained Planning Commission approval of a precise plan for development. Tfiis plan, shown on Exhibit "A", calls for a 92 unit, 3 story apartment building. The architecture of the new building was not .approved at the time. It is now being submitted to the Planning Commission for consideration. 2. On December 9, 1969, the City Council attached the Design Control District to the Civic Center area by the adoption of Ordinance 1249 (boundaries are shown on the locator). The District consists primarily of the Civic Center buildings and adjacent City owned properties and those properties bet-veen the Civic Center and the downtown area arhich were, by their location, related to the Civic Center. The subject 2.15 acre property is well inside the boundaries of that District. The criteria for design control from Ordinance 1249 are as follows: "Section II: That the Planning Commission shall, in the reviear and approval of plans for buildings and structures, be guided by t-•ro basic criteria: (l) that any proposed building or structure should be harmonious with anti compatible to the Civic Center development, and (2) that said harmony and compatibility need not mean a duplication of the architectural style of the Civic Center but that any arell designed contemporary or traditional architectural style would be appropriate and acceptable; provided, hoarever, that extreme architectural styles, indicating pronounced period, geographical or cultural influences, would be deemed incompatible." 3. Environmental Impact Report EIR-75-3 for this project aras approved by the Planning Conunission on August 13, 1975. ~~~ RESOLUTION N0. PCM-75-22 ~ ~~,-~"~'/- RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO ~~ THE CITY COUNCIL Tt1E APPROVAL OF THE PRECISE PLAN FOR DEVELOPMENT OF PARK WEST APARTMENTS IN THE 300 BLOCK OF CENTER STREET ~~_~~ WHEREAS, application PCZ-75-ti fora change of zone from R-3 to R-3-H-P for 2.15 acres of property located on the south side of Canter Street in the 300 block, was recommended by the City Planning Commission for adoption, and WHEREAS, Richard G. Zogob and C. P. Kiffe submitted a Precise Plan for development of subject property with a 92 unit, 3 story apartment complex, and WHEREAS, the City Planning Commission, at a public hearing held at 7:00 p.m., Wednesday, October 8, 1975, in the Council Chamber, City Hall, 276 Foui°th Avenue, considered the Precise Plan for development as submitted. NOW THEREFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds as follows: 1. That such plan will not, under the circumstances of the particular case, be detrimental to the health, safety or general welfare of persons residing or working in the vicinity, or injurious to property or improvements in the vicinity. The proposed 92 unit apartment complex fulfills the requirements of the zoni~~y ordinance with the exception. of the higher percentage of compact parking spaces, and will function well within its setting in the downtown area. The setbacks and landscaping provided for in this plan will insure that the project will not be detrimental to the health, safety or welfare of persons residing or working in the vicinity. 2. That such plan satisfies the principle for the application of the "P" Modifying District as set forth in Section 19.56.041 of the Chula Vista Municipal Code. The Precise Plan process in this instance will enable both the Planning Commission and City Council to review the development plans and special conditions of approval recommended by staff. This site is of significant importance due to its relationship to Memorial Park and the downtown business district. In this sense, the precise plan process more than the plan itself satisfies the finding which led to the zoning of the property. 3. That any exceptions granted which deviate from the underlying zoning require- ments shall be warranted only when necessary to meet the purpose and application of the "P" Precise Plan Modifying District. The increase in the percentage of compact parking spaces is considered to be a progressive improvernent in the site plan reflecting today's composition 7 !~ T ~ of the automobile market. The smaller parking spaces are located so as to enhance the appearance of the building and allo-v room for landscaping all around the building. 4. That approval of this plan will conform to the General Plan and the adopted policies of the City of Chula Vista. The precise plan conforms to the Chula Vista General Plan desiynation of "Professional and Office Commercial" which allows apartments therein. The project also is consistent with the General Plan's principle of encouraging higher densities in and near the urban core, and the City's more specific policy to revitalize the downtown area by expanding residential uses within walking distance of the business district. BE IT FURTHER RESOLVED that the City Planning Commission recommends to the City Council the approval of the Precise Plan for Park West Apartments, as shown on Exhibit A, subject to the following conditions: 1. The Precise Plan, Exhibit A, shall be revised as follows: a. A turnaround in the southwest corner of the westerly driveway shall be provided. b. Two trash enclosures shall be provided on each side as required by the Chula Vista Sanitary Service. c. Location of decorative and security lighting shall be shown. d. Recreation rooms shall be clearly separated from laundry rooms. e. The plan shall show the balcony projections with a minimum depth of 6 feet for those areas being counted as usable open space. f. The center island median in the easterly driveway shall be shortened 15 feet on its west end. g. The manufactured slope shall be steepened so that no slope rounding occurs on City park property. 2. The architectural elevations of the building .shall be subject to separate Planning Commission approval. _ 3. Landscaping. The landscape concept is approved, with the following additional requirements: a. Tall, light density trees shall be used on all sides of the building • to add shade and natural insulation, as well as to soften visual impact of the three story building. b. The parking areas shall utilize dense landscaping material at the south end. c. Unless walls or fences are proposed, the parking areas on the east and west property lines shall be screened with landscaping. d. The center courtyard and the landscaping at the south end of the building shall be turfed and improved to allow for active use of the areas by the residents. 4. Fire protection. Two fire hydrants shall be provided in the westerly parking lot and one in the easterly parking lot, pursuant to the instructions of the Fire Marshal. The pone-cochere over the easterly driveway shall have a minimum vertical clearance of 12 feet. 5. All onsite utilities shall be placed underground. PCM-75-16(A) ~~~ fa m RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE APPROVAL OF THE ARCHITECTURE OF PARK WEST APARTMENTS LOCATED AT CENTER STREET AND GARRETT AVENUE IN THE CIVIC CENTER DESIGN CONTROL DISTRICT WHEREAS, precise plan PCM-75-24 fora 92 unit, 3 story apartment complex was recommended for approval by the City Planning Commission, and WHEREAS, Richard G. Zogob and C. P. Kiffe submitted the architectural elevation and rendering of the 3 story building for approval, and WHEREAS, the Planning Commission considered the architectural elevations at a regularly scheduled meeting held on October 27, 1975, in the Council Chamber, City Hall, 276 Fourth Avenue. NOW THEREFORE BE IT RESOLVED that the City Planning Commission finds as follows: The architectural theme shown on Exhibit A, sheets 1 and 3, as submitted, is compatible and harmonious with the architectural theme of the Civic Center Design Control District. BE IT FURTHER RESOLVED that the City Planning Commission recommends to the City Council the approval of the architectural elevation and rendering, as shown on Exhibit A, as part of the Precise Plan for Park West Apartments, subject to the following conditions: a. The architectural theme established on the front elevation (less the entrance) shall be carried around all exterior sides of the building. b. The architectural theme shall be complimented by the landscaping plan, by placing specimen trees against those walls where architectural features are lacking, and by the use of landscaped mounds to break up the ground line of the buildings.
