RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA FINDING THAT CERTAIN PARK DEVELOPN4ENT WORIC AT
ELMHURST PARK IN THE CITY OF CHULA VISTA BE, AND THE
SAD1E IS HEREBY EXCEPTED FROM THE REQUIREMENTS OF
SECTION 1109 OF THE CHARTER OF THE CITY OF CHULA
VISTA AND THAT SAID WORK MAY BE PERFORMED MORE
ECONOMICALLY BY CITY WORK FORCES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WF3EREAS, there is presently available funds in the
amount of $57,110 for the development of the Elmhurst Park site,
and
G7HEREAS, the Parks and Recreation Department and the
Landscape Planner have developed a proposed park plan for said
site in conformity with the Parks and Recreation Element of the
General Plan, and
WHEREAS, the City Manager has approved said plan in
accordance with the status report dated April 17, 1975, a copy of
which is attached hereto, and
fOHEREAS, it is recommended that Parks and Recreation
Department personnel be utilized to accomplish portion of the work
as indicated in said status report because the unique timing and
coordination dernands of the project require direct supervision by
the Park Superintendent and the Landscape Planner providing com-
plete flexibility in the utilization of force account labor now
available under the CETA grant, and
WHEREAS, the City Manager having reviewed the recommen-
dations of the department head and the project to be accomplished
in accordance with said recommendations has hereto recommended to
the City Council in accordance wtih Section 1109 of the City Char-
ter, that said work can be performed better and more economically
by the City with its own employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that based upon the facts set forth hereinabove
and the recommendation of the City Manager of the City of Chula
Vista that the requirements in Section 1109 of the City Charter be,
and the same are hereby waived and the project as indicated herein-
above, be accomplished by the appropriate City forces.
BE IT FURTHER RESOLVED that monies from Accounts PD-1-73,
Park Development - Elmhurst Park, Phase I, $33,000 and PAD, District
Ndo. 15, $24,110 are authorized to be expended for said development
and the receipt of bids for various increments of the work involved
is also authorized.
BE IT FURTHER RESOLVED that said resolution may be
adopted by the affirmative vote of at least four members of the
City Council of the City of Chula Vista.

SUBJECT: Status Report on the Proposed Five Acre Elmhurst Park
Development
Background
As directed by the Parks and Recreation Director, the Super-
intendent of ParY,s,aid the City Landscape Planner has .been
preparing preliminary plans and renderings for the development
of Elmhurst Park located at 1731 Elmhurst Avenue in Southwestern
College Estates. A total of $54,000 has been allocated for this
project; $33,000 in PD-1-73 and $21,000 in PD-1-75. To date
the following has been accomplished:

A multi-colored rendering depicting the conceptual design and lay-
out of the subject park area has been prepared by the Landscape
Planner; cost estimates have been prepared by the Parks Super-
intendent and a meeting was held with the College Estates Home
Owners Association on Idarch 19, 1975 regarding the proposed

Recommendation
It is my recommendation that we now get final approval to
commence development by presenting our presentation to the Parks
and Recreation Commission, Planning Commission, City Dlanager's
Office and the City Council.
