RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE ISSUANCE OF COASTAL
DEVELOPMENT PERMIT #032 TO SDG&E FOR MODULAR
ADMINISTRATIVE BUILDING AND PARKING LOT SUBJECT
TO THE CONDITIONS OF APPROVAL IN ATTACHMENT A
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Chula Vista Bayfront Local Coastal Program (LCP)
was certified by the California Coastal Commission; and,
WHEREAS, said 'LCP' includes coastal development permitting
procedures determined by the Coastal Commission to be legally adequate for
issuance of Coastal Development Permits; and,
WHEREAS, the City of Chula Vista has assumed permit authority
over the Chula Vista Coastal Zone; and,
WHEREAS, a public hearing was held on January 12, 1988, in
accordance with said permitting procedures; and,
WHEREAS, the City Council of the City of Chula Vista, as
approving authority has reviewed the proposal for installation of an
administrative building and parking lot.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista finds, based on the following findings, in accordance
with Section 13311 of the California Administrative Code, that the
installation of an administrative office building and parking lot within
the SDG&E complex is consistent with the policies of the Chula Vista Bayfornt
LCP.
1. The land use and zoning designations for the SDG&E
property is Industrial General. The use of a portion of the property
for an administrative office building is consistent with the provision in
Section 19.82.35 for allowing adminsitrative offices as accessory uses
to the industrial (power plant) use.
2. The proposed maximum height (13' 1-3/4") of the structure
is consistent with Map 2 in the Specific Plan, Building Height Controls,
which indicates that building heights may not exceed four stories or 44
feet.
3. Condition of Approval #2 which requires that a silt
fence be installed prior to on-site grading is consistent with Section
19.87.03 - Utility Service and Grading Objectives, which requires that
existing natural resources be protected from undue impact during construction
phases.
4. The project site is owned by a public utility company
which has a need for restricted access, therefore, the opportunity for public
access to the bay from this site for recreational use is restricted and
not inconsistent with the public access policies of the certified LCP.
5. Statewide and regional interpretive guidelines have been
reviewed and the proposed project has been found to be in conformance
with the public access and public recreational policies of Chapter 3 of the
Public Resources Code.
BE IT FURTHER RESOLVED that the City Council of the City
of Chula Vista hereby issues Coastal Development Permit #032 for the
installation of an administrative office building and parking lot subject
to the Conditions of Approval in Attachment A.
