HomeMy WebLinkAboutReso 1975-7896RESOLUTION N0. 7896 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA FINDING NO SIGNIFICANT ENVIRON- :ZENTAL IMPACT DUE TO THE ADOPTION OF THE IIOUSING FLEn1ENT OF ~~HE CHULA VISTA GENERAL PLAN The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council of the City of Chula Vista is obligated pursuant to the Government Code to adopt the Housing Element for the Chula Vista General Plan, and WHEREAS, said lousing Element was considered by the Environmental Review Cor~~nittee and the Planning Commission to determine if the adoption of said element would have any possible significant impact on the environment, and WHEREAS, the Planning Commission on vIay 14, 1975 adopted a motion finding in accordance with the Negative Declaration IS-74-50 and IS-75-2 that the adoption of the Housing Element of the Chula Vista General Plan will not have any possible significant impact on the environment, and WHEREAS, the City Council of the City of Chula Vista has reviecaed the report of the Environmental Review Colmmittee and Planning Commission on the environmental consequences of said adoption of the proposed Housing Element of_ the Chula Vista General Plan. NOtbT, THEREFORE, BE IT RESOLVED by the City Cour.ciJ_ of the City of Chula Vista as follows: 1. That the City Counci_1 of the City of Chula Vista finds in accordance with the recommendations of the Environ- mental Review Committee and the Planning Commission that the project known as the adoption of the Housing Element of the Chula Vista General Plan will not have any possible significant effect on the environment, and that the attached Negative Dec- laration incorporated herein by reference, as i_f set forth fully, has been prepared in accordance with the California Environmen- tal Quality Act of 1970 as amended. 2. That the City Council of the City of Chula Vista adopts as its record the staff report of the Planning Depart- ment, in addition to the review of said project by the Environ- mental Review Comr!mittee and Planning Commission. 3. That the Environmental Review Cood.nator is hereby authorized and directed to file said Negative Declaration with the County Clerk subsequent to the preparation of a Notice of Determination on the project. There are no significant environmental features involved which would be adversely affected by these goals, objectives and policies to an extent that compensatory advantage to the general health, safety and welfare of tl~e community would r-esul t. b. The project conforms to the long term environmental goals of the City of Chula Vista and could result in a higher level of housing op,~ortunity and amenity. c. The provision of housing opportunities in conformance with this element - will generally be a response to growth in this area and -riil not be a growth inducing factor in and of itself. d. The project has no significant adverse effects nn human beings, directly or indirectly, it will provide a higher level of adequacy of housing.
