HomeMy WebLinkAboutReso 1988-13408 RESOLUTION NO. 13408 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING THE CHULA VISTA SOCIAL SERVICES PLAN WITH AMENDMENT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Social Services Plan for the City of Chula Vista has been prepared, a copy of which is attached hereto and incorporated herein; and, WHEREAS, the Social Services Plan for the City of Cnula Vista has been recommended for approval by the Social Services Plan Steering Committee; and, WHEREAS, it is considered desirable to amend an existing recommendation of the Social Services Plan from the establishment of a new City Human Services staff position to the City pursuing alternative assistance in the forms of County staff clerical support to the Social Service Plan Task Force and of seeking a professional consultant to assist in the establishment of the Chula Vista Human Services Task Force. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the Social Services Plan of the City of Chula Vista be amended to substitute a recommendation for the City to seek proposals for a consultant to work for up to six mnths, at a cost of up to ~7,000, to assist in the establishment of the Chula Vista Human Services Task Force in place of the existing recon~nendation that the City develop a Human Services staff position. Further information requested on the composition and focus of the Task Force as well as the scope of City assistance for the Task Force is provided below. Chula Vista Human Services Task Force -- Role and Composition The Task Force is proposed to be an independent body composed of representatives of the City, County, local school districts, local churches, private social service agencies and other interested parties. The Task Force would not be a city body and would have no direct responsibility to advise the City, but could assist the City, County, local school districts, United Way and other appropriate bodies with information and advice arising out of Task Force special studies and with the pooling of information on local social service issues by Task Force members. The Task Force is proposed to identify and evaluate unmet human service needs in Chula Vista, to study and propose solutions to possible inefficiencies in the local delivery of human services, to provi de a mechanism for improved networking and cross-referral of clients, volunteers and other resources among local social service providers, administrators and funding agencies, to identify and pursue outside funding and other resources for the expansion of human services delivery in Chula Vista and to represent the Chula Vista area on social service issues being addressed at the County, State and Federal level. City Assistance to the Task Force Although the Task Force is proposed to be an independent body, it is expected to provide many valuable services to the City and is deemed worthy of support. It is expected that following an initial period of membership recruitment, structural organization and development of its agenda, the Task Force will become a self-sufficient body. The development of the Social Services Plan itself was a combined effort of a wide range of highly qualified and knowledgeable local people involved in the delivery, administration and funding of social services. These people, whose names and the organizations they represent appear in the beginning of the Social Services Plan, are expected to serve as the nucleus of the Task Force.
