RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING PROPOSED BUDGET AND
ACHIEVEMENT REPORT FOR THE DOWNTOWN IMPROVEMENT
DISTRICT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Ordinance No. 1885 requires the City Council to
review the budget submitted by and the activities of the Town
Centre Business and Professional Association, and to authorize the
disbursement of funds received through the business license tax
imposed on the parking and business improvement area for the
general promotion of retail trade and other commercial and
professional businesses, and
WHEREAS, the Town Centre Business and Professional
Association has now submitted the budget and achievement report as
set forth in Exhibits A and B, attached hereto and incorporated
herein by reference as if set forth in full, and
WHEREAS, the Finance Director has recommended that the
Council now approve the proposed 1988 budget and accept the 1987
report of achievements as contained in said exhibits.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the proposed 1988
budget of the Town Centre Business and Professional Association
and accepts the achievement report recommending the desirability
of continuing the Downtown Improvement Area.

Dear Mayor and Council,
In carrying out the purpose of the Downtown Committee of the Chula Vista Chamber of
Commerce, the following items and activities listed summarize our achievements for
1987.
Newsletters and Flyers: A monthly newsletter and flyers concerning special interests
are written/designed, printed and circulated to all Downtown
Committee members. (about 400)
?ecial Events Director: Randi Budlong continued to handle all Coordinator responsibilities.
Downtown Coordinator In August the Downtown Coordinator position went from part-time
to full-time. This was due to the elimination of the Chamber
of Commerce Special Events Director position. The Downtown
Committee assumed the financial responsibility for the
Coordinator's full-time salary. This salary had previously
been shared by the Chamber of Commerce and the Downtown Committee.
Advertising: A considerable part of the budget goes toward group pro-
motional advertising. One form that has been successfully
utilized is a directory format in a major newspaper. Additionally,
a monthly group ad of approximately two pages is placed in
the Star-News. Whenever possible, press releases and public
service announcements are also used to promote and advertise
downtown activities. Emphasis is placed on depicting downtown
as a friendly place to dine, shop and visit,where a person
is treated to personalized service.
Special Events: Four major events were sponsored by the Downtown Committee
this year. The Spring Arts & Crafts Show, held in early May,
featured I00 crafters displaying unique handcrafted items.
The Country Festival, held in July, features a Chili Cook-Off,
Salsa Contest, live stage entertainment, arts & crafts and
a country fashion show. This event draws about 20,000 people
to Chula Vista. In October the Founder's Day Celebration was
held in honor of the City's 76th birthday. More than I00
crafters displayed their wares, live stage entertainment was
offered, the Champagne Race between downtown restaurants was

revived, a checker tournament was introduced for Chula
Vista's senior citizens and a children's activity tent
was set up offering simple craft projects for youngsters.
Displays were set up by many civic groups and birthday
cake was consumed by festival goers. On November 28 the
25th annual Starlight Yule Parade was held. Near~y 30,000
spectators watched the 107 entries pass in review. School
bands participating numbered 9 and Sea WorId's Shamu served
as Grand Marshal. Two trophies were awarded - one to "Best Lit"
entry and one for "Honorable Mention".
Long-Term Promotional: Major purchases made by the Downtown Committee in 1986 were
Acquisitions utilized effectively throughout I987. The utility trailer,
decorated as a float,was used at Country Festival and Founder's
Day to mark information areas. The trailer participated in
both the Fiesta de la Luna Parade and the Starlight Yule
Parade. This same trailer was used to transport event items
such as trash cans, delineators, signs, canopies, etc. to
and from event sites and the storage facility. The event
pennants, also purchased in 1986, made their appearance on
City light poles throughout 987, announcing upcoming downtown
events.
Christmas Decorations: The Downtown Committee's major purchase for 1987 was new
Christmas decorations. Two styles of decorations were
purchased from Kelley Display. A sub-Committee was selected
to investigate the options available. Harlan Wilson of Public
Works was consulted regarding decoration styles that would
be easiest to install. The decorations chosen do require
considerably less installation time thereby saving many
valuable manhours for the City public works crews. The new
decorations add a bright, festive air to downtown and wi
last for many years.
The consensus of Downtown Committee members is, that the Committee has done a f~ne
job of promoting downtown. The efforts of this Committee have not gone unnoticed.
News coverage along with community and business support and praise has inspired us
to add to our goals and projections. We continually invite people to attend our
twice monthly meetings which are held to increase communication and to formulate
plans for Downtown Chu[a Vista's future. Your participation and support in such
endeavors is greatly appreciated.
