COUNCIL AGENDA STATEMENT FOR MEETING OF: 8-12-75 ITEM TITLE: Resolution~~Requesting financial assistance from the County of San Diego for the construction of rest room facilities in Otay Park SUBMITTED BY Director of Parks and Recreation ITEM EXPLANATION: On June 3, 1975, a petition was received requesting construction of a public rest room at the Otay Park site. While we normally do not construct this type of facility in neighborhood parks, Otay Park because of the community school complex, is in reality a community service facility with heavy weekend use. Because of this fact, the City Administrative Office contacted the San Diego County Park Development Division in an attempt to reactivate a joint powers project which was discussed in the initial plans for the development of this park. The City's position was that if the County would be willing to fund the cost of materials, the City field forces could construct the rest rooms (as they did at Hilltop Park, Los Ninos Park and the Municipal Golf Course). This proposal met with favorable response and accordingly, the County has requested a resolution as required in Section 25552, California Governmental Code; including an estimated cost for the project, the nature of the facility and the number of County residents estimated to be using this park site. K. Speer This is in response to your letter of July 7, 1975 relative to a joint venture between San Diego County and the City of Chula Vista to provide reatroom facili- ties at Otaq Park. It is understood that your city will provide all necessary labor for construction of such a facility if the county provides the necessary materials at a coat of about $8,000. Since this park significantlq provides for the local park needs of the immediately adjacent county residents of the Otay- Broderick Acres area, this venture is appropriate and should meet with Board of Supervisors' approval. Sufficient funds have accumulated in the Chula Vista Park Land Dedication Fee Fund to fiarnce this project. Accordingly, it is requested that goer Council approve the appropriate resolu- tion as required by Section 25552, California Government Code; namely, the amount required to fund the p m~ect, the nature of the proposed facility, and its estimated total cost. It is further requested that the resolution i:lclude an estimate of the number of county residents using Otay Park. Please forward a copq of the adopted resolution to the Park Development Director. The petition involving Otay Park points out the exception which needs special consideration. 4thile its size defines this site as a neigh- borhood "walk-to" park, combined with the new Otay Community School facility, it is in reality a community service area for the c9tizens of Chula Yista and the surrounding Otay/Montgomery residents as well, as indicated by the addresses on this petition. As you will recall, this park was constructed under a HUO grant which was approved because of the particular area it serves. This site was also one of our attempts to develop a park under a Joint powers agree- ment with the County; an interesting point in view of the original recipient of this request. The Chula Vista City School District also' recognized the unique needs of this neighborhood by constructing a community service wing. Upon its completion this summer, we expect tremendous use of both the park and school, particularly on weekends when large groups of young people gather in the park to play soccer and softball, and to use the picnicking facilities. This weekend use when the school facility is closed, creates a demand for and also brings with it eit of the problems associated with public rest rooms. A review of Park District No. 9, which includes Otay Park, shows that the City now has $52,580 for acquisition or development, and with Council acceptance of the need for a public rest room, we could use field force labor to construct such a facility fior approximately $8,000 to $10,000, depending on the run of sewer pipe necessary. After you have had an opportunity to consider this report, I would be happy to discuss this matter with you.
