HomeMy WebLinkAboutReso 1988-13394 RESOLUTION NO. 13394 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND THE COUNTY OF SAN DIEGO FOR THE DEPARTMENT OF HEALTH SERVICES TO CONDUCT A DOMESTIC RODENT SURVEY WITHIN THE CITY OF CHULA VISTA, APPROPRIATING FUNDS FOR SAID SURVEY, AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT The City Council of the City of Chula Vista does hereby resolve as follows: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that that certain agreement between THE CITY OF CHULA VISTA, a municipal corporation, and THE COUNTY OF SAN DIEGO for the Department of Health Services to conduct a domestic rodent survey within the City of Chula Vista dated the 15th day of December , 1987, a copy of which is attached hereto and incorporated herein, the same as though fully set forth herein be, and the same is hereby approved. BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista be, and he is hereby authorized and directed to execute said agreement for and on behalf of the City of Chula Vista. BE IT FURTHE RESOLVED that the sum of $4,847 be, and the same is hereby appropriated from the unappropriated balance of the General Fund for said survey. DATED City Clerk CrR' OF CHULA VISTA CC-660 AGREEMENT BETWEEN THE CITY OF CHULA VISTA (CITY) AND THE COUNTY OF SAN DIEGO (COUN'FY) FOR THE PURPOSE OF CONDUCTING A DOMESTIC RAT SURVEY PURPOSE AND INTENT The purpose and intent of this survey is to assess the incidence and intensity of domestic rat populations in the CITY; to eva1 uate conditions that contribute to the presence of rats; and to develop and assess the level of service needed to meet and control rats, as necessary. ARTICLE I For the purpose of providing a rat survey in the CITY, the .term "domestic rat" shall be defined and include the Norway Rat, Rattus norvegicus, and the Roof Rat, Rattus rattus. ARTICLE II The survey will be conducted in accordance with standards set by the U.S. Department of Health and Human Services, as practicable. Survey areas will be selected at random to cover a minimum of 500 premises contained in approximately 24 blocks. ARTICLE III The COUNTY shall furnish all necessary equipment and materials for the survey. The CITY shall reimburse the COUNTY for the cost of staff time (inclusive of material ), not to exceed $4,847.00. The costs of the survey shall be determined in accordance with the method therefore agreed upon by the Chief Administrative Officer and the City Manager. The Cost formula is based upon the provision of 180 hours of service. The amounts of reimbursement to be paid by the CITY shall be limited to such amounts as have been appropriated for that purpose by the City Council. ARTICLE IV The survey shall be initiated within seven (7) days following approval by the Chula Vista City Council and the San Diego County Board of Supervisors (on or about January 26, 1988). The County shall complete the survey and provide a final determination within ninety (90) days of the implementation of the survey (on or about April 25, 1988). COUNTY OF SAN DIEGO :30UI~TY OldTRACT F- ....................................... 80ARD OF SUPERVISORS INFORMATION DEVELOPMENT FORM SUBJECT: CONTI~ACTUAL AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND THE COUNTY OF SAN DIEGO FOR THE PURPOSE OF CONDUCTING ~ DOMESTIC RAT SURVEY BACKGROUND INFORMATIOn: On December 15, 1987, the Chula Vista City Council approved the appropriation of $4,847 from that City's General Fund Unappropriated balance to fund the domestic rat control planning survey. On December 17, 1987, the Mayor 'of the City of Chula Vista signed the agreement for the domestic rat survey on behalf of the city. Upon Board of Supervisors' approval of the agreement between the City of Chula Vista and the County of San Diego, the Department of Heal th Services will conduct the survey to determine the extent of the rodent problems and environmental factors contributing to the rodent's presence in that City. At the conclusion of the survey, the Department of Health Services will provide the City of Chula Vista recommendations for a rodent control program as necessary. If the City of Chula Vista wishes to pursue a rodent control program, a new contract for services will be initiated and submitted for Board of Supervisors' approval. This contract is only to conduct a survey. CONTRACTUAL AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND THE COUNTY OF SAN DIEGO TO CONDUCT A DOMESTIC RAT SURVEY $UPn/DIRT: SUMMARy OF REOUEST: This is a request for Board of Supervisors approval of a contractual agreement between the City of Chula Vista and the County of San Diego for the purpose of conducting a domestic rat survey. Upon approval of the agreement by your Board, staff of the Department of Health Services will conduct the survey to {1) gather information on the incidence and intensity of domestic rat populations in the city; (2} evaluate conditions which contribute to the rats' presence; and {3) develop recommendations for a rat control program, as necessary. The City of Chula Vista will reimburse the County for the cost of staff time, materials, and equipment usage not eD exceed $4,847. Cost reimbursement is based on provision of 180 hours of service. One person may be hired on a temporary basis for the duration of the survey, not to exceed 180 hours.
