COUNCIL AGENDA STATEMENT io FOR MEETING OF: 7 ~, 7 S ITEM TITLE: Resolution - Granting Sewer Service Charge Variance to the '8~( Community Hospital of Chula Vista J SUBMITTED BY Director of Public Works/City Engineer j-)!)(1 / ITEM EXPLANATION The Community Hospital of Chula Vista has requested a variance from the standard sewer service charge for its new site at 751 Dora Lane. The Engineering Division has investigated the circumstances concerning water usage and sewage generation at the site. Findings and a recommenda- tion in favor of the variance are contained in the "Investigator's Report" included with the application submitted herewith. This report has been reviewed and approved by the City Manager. The sewer service charge is normally based on water usage and the assumption that a given portion of the water used enters the public sewers. However, most of the water delivered to this site is used for irrigation and cooling purposes. The report sets forth the assumptions and facts for granting this variance and recommends that a uniform rate equal to 17~ of the water billing be established for the Community Hospital of Chula Vista. Coon 421 6110 Residential/ Assistant Administrator a Commercial 0 Industrial 0 Public (A-2) Application is hereby made for a sewer service charge rate review for the following reasons: It is estimated, based on the size of uur irrigation system and the frequency and duration that it will run, that we will consume approximately 1, 328, 000 gallons/year or 177, 606 cu. ft. /year of water. The monthly figures will vary, but the yearly igures shod total out as shown above. Since our sewer service charge is based on our water consumption (on the assumption that all water consumed eventually enters the sewer system), our sewer charges will exceed our actual utilization of the system because the irrigation water will not empty into a sewer. Therefore, we request that our sewer service charge be reexamined and an appropriate reduction made. In total, approximately 1,638,300 cubic feet of water is expected to be consumed by the hospital annually while 700 660 cubic feet or about 43%, would be subject to the sewer service charge. Ordinarily 55% to 85% of the water used is delivered to the sewer s stem. RECOMMENDATION It is recommended that a sewer service charge rate equal to 17% of the water billing be established for the Chula Vista Community Hospital. This rate is based on the ratio of sewage generation by the hospital (.43) to the "Normal" sewage generation (.70} and the "Normal" service charge for commercial users (28%). As a condition of receiving this variance, the hospital should be to maintain records of the amounts of cooling tower water lost through evaporation and the total water delivered to the hospital.- These records should be available for use by the City in connection with periodic reviews of the variance.
