This item requests approval of the accompanying precise plan. Since the Negative Declaration was certified in conjunction with the rezoning, no further action is required. The attached precise plan, Exhibit "A", proposes a mixture of 24 one and two story units (12 duplexes) on the 2.5 acres, with access via private driveways. Minimum lot size is 3,660± sq. ft., compared to the 3500 sq. ft. lot requirement of the R-2-T zone. An existing open drainage channel in the northwest quadrant of the property will remain but will be screened on all sides. QACKGROUND . page ZBIT ~lopment of 2.5 acres at southeast =_nue and Second Street, Saburo fluraoka 1. The preceding agenda item considered rezoning the subject property from R-1 to R-2-T-P. This item discusses the accompanying Precise Plan, enclosed as Exhibit "A". The Precise Plan includes a site plan and the architectural elevations. 2. The Initial Study IS-74-27 was certified in the preceding rezoning; no further action by the Planning Commission is necessary. B. ANALYSIS 1. General Layout. The plan shows 24 duplex units in 12 buildings, arranged symetrically across the property and oriented around four private driveways. Each unit, although joined at a common wall, would be individually owned. The average lot size is 4,495 sq. ft., compared to the 3,500 sq. ft. minimum requirement of the Zoning Ordinance. When the areas consumed by the private streets and the drainage channel are subtracted, the average usable lot size is 3,990 sq. ft.±, still over the 3,500 sq. ft. minimum. Oniy one lot is below the minimum, at 2,925 sq. ft.; however the lot has a good usable rear yard, 25 feet deep, and is buffered from Second Avenue by the drainage channel and fencing., 2. Parking and Circulation. a. Other than the parking provided by individual driveways, all of the guest parking will be onstreet on Palomar and Second. Twenty-four spaces, or one per unit, will be available. The onstreet parking is acceptable to the Planning Department since the furthest units from the street are within easy walking distance of 150'-16D'. b. Turnarounds are being provided near the end of each court to facilitate the movement of larger vehicles. c. Due to the multiple use and shared maintenaence of the private courts, they will be constructed of P.C.C. 3. Drainage Channel The Precise Plan shows that the existing drainage ciaannel will be left open but screened on all sides. On the street side the !channel will be screened raith a relocated chainlink fence with planting m~vergrowing it. On the east side, a wooden fence is proposed to separate ared screen the individual yards from the channel. These proposals have been reviewed by the Public Works Department and found to be acceptable. The channel will also be screened by a wood fence adjacent to the first private court crossing from Second Avenue. City Planning £ommission Pa~tIIBIT Agenda Items for 1.leeting of May 28, 1975 4. Landscaping. All lots are proposed to be individually landscaped and maintained by the individual owners. A wide (lII') landscaped strip within the right of way of Second Avenue is proposed. A 5' wide planter strip i•iithin the right of way also will exist along the Palomar frontage. Trees for each lot should be required as in the case of detached single family homes. Additionally, trees along the public street and landscape screening of the chainlink fence should be required. -,~ ~5. Maintenance. Two areas of this project will require cooperation in maintenance: the private courts, and the landscaping in the public right of tvay. A limited homeowners association should be established to handle these maintenance responsibilities. At the subdivider's option, the association can be expanded to exercise architectural control; issue by-laws, or cover other matters normally addressed by homeowners association agreements. 6. Garage Conversions. Due to the lack of street frontage and parking, garage conversions should be prohibited by the CC&R's. 7. Sound Attenuation 4Jalls. a. Six ft. high walls to diminish the sound impact of Palomar~Street traffic should be required on the two lots siding to Palomar. ' b. The 3 ft. wall and mounding shown on Second Avenue (see Exhibit A) is acceptable to staff. 8. Architecture. The basic architectural elevations of the one and ti~~o story units shown in Exhibit "A" are acceptable to staff; however, specific materials to be used will be subject to approval in conjunction with site plan and architectural review. C. RECOMMENDATION Adopt a motion recomanending that the City Council approve the Precise Plan (Exhibit "A") for development of 24 duplexes on 2.5 -acres of property in the southeast quadrant of Palomar Street and Second Avenue, subject to the follo~•ring conditions: 1. Should the tentative map depart substantially from the layout approved herein, afresh review of the Precise Plan shall•be conducted by the Planning Commission. 2. Garage conversions shall be prohibited in the CC&R's. 4. Private courts shall- be constructed of P: C. C. 5. Landscaping. a. A landscape and irrigation plan shall be submitted concurrent with the application for a building permit. The plan shall include the areas between the ~•ialls and fences and the sidewalks in Palomar Street and Second Avenue. Approved street trees, 15 gal. minimum size, together with appropri- ate shrubs and ground cover shall be utilized in the plan. each lot. b. An approved 15 gal. tree shall be planted in the front yard of c. •The chainlink fence between the drainage. channel and Second Avenue shall be planted with an ivy or other climbing vine plant. 6. Walls and fences. a. The two lots adjacent to Palomar shall be screened with a 6 ft. high masonry wall located 5 feet from the sidewalk. b: The 3 ft. high masonry wall shown on Exhibit "A" is approved. c. Prior to the issuance of any building permits the applicant shall submit a design and material list for the construction of interior fencing or walls. Specific location of interior yard fencing shall be limited to the locations established on the approved site plan and the Precise Plan. 7. Architecture. a. The lots adjacent to the easterly property line shall be limited to one-story construction. b. Architectural elevations shown on Exhibit "A" are conceptually approved. Specific roof materials, wall and siding trim shall be reviewed by the Zoning Administrator at the time of site plan and architectural approval prior to the issuance of building permits.
