ITEM TITLE: Resolution - Appropriating Funds and Accepting Proposal of Bement-
~ 9~31f- Dainwood-Sturgeon for Consultation and Supervision of
/ Services During Repair of "J" Street Storm Drain

ITEM EXPLANATION:
The contractor started repair work on the "J" Street storm drain on Monday,
June 30, 1975. He has estimated that it will take him approximately 3 months
to complete his work. However, depending upon field conditions and work
methods, he may complete the work in less time - possibly 60 days.
At my request, the firm of Bement-Dainwood-Sturgeon, which has been the City'e
consultant on this project, has submitted a proposal for their continued
service for consultation and supervision during the repair of the "J" Street
storm drain. Their proposed fee is $8,000, which provides for their repre-
sentation on site 5 hours a day for 60 days. They will perform the following
functions:
1. Observe the existing condition of the trench backfill material and
the corrugated metal pipe in place prior to its repair.
2. Record all existing data for future reference.
3. Supervise repair of the pipe in accordance with the recommendations
contained in their report.
4. Summarize testing and inspection data and prepare report at end of
project.

STAFF RECOMMENDATION:
1. City Council accept proposal of Bement-Dainwood-Sturgeon.
2. City Council appropriate $5,563.30 additional funds for account
28-6100-141A from the unappropriated balance of 2106 Gas Tax funds.
3. City Council authorize the expenditure of $8,000 from Gas Tax account
28-6100-141A for consulting and supervision services during the repair
of the "J" Street storm drain.

The consulting firm of Bement-Dainwood-Sturgeon was initially hired to
provide expert judgment to determine the cause of failure of the pipe
and to recommend methods of repair of the pipe. This work has been
completed. In my opinion it is appropriate that they be retained for
the continued observation of the pipe and to assure that the pipe is
repaired in accordance with their previous recommendations.
In August, 1973, the City Council approved an expenditure of between
$4,000 and $8,000 with Bement-Dainwood-Sturgeon for field investigation
and recommendation for the repair of the "J" Street storm drain. For
Council's information, the final cost for investigation and report is
$5,563.30. This results in a savings of $2,436.70, which can be applied
to a new contract.

Apply savings from lst contract with B-D-S $2,436.70
Additional funds required 5,563.30
