CITY OF CHULA VISTA ITEM N0. 3c COUNCIL AGENDA STATEMENT FOR MEETING OF: ITEM TITLE: Resolutions /D~g -Approving precise plan for development of property at 376-380 Telegraph Canyon Road in C-O-P zone SUBMIT TED BY Director of Planning ITEM EXPLANATION: In the preceding item, the Council considered rezoning of the subject property from R-3 to C-O-P. This item involves approval of a precise plan to implement the zoning. The Planning Commission found that the precise plan presents a reasonable and compatible development scheme within this area., subject to several conditions of approval. The approved plan allows fora single story, 1800 sq. ft. office building with 12 parking spaces. Access is provided from Telegraph Canyon Road only, with emphasis on landscaping, in accordance with the Scenic Highway Element of the General Plan, along the "L" Street frontage. The preceding ayenda item considered i:he rezoning of this property f!•om R-3 to C-O-F'. This item requests approval of the acccnrpanying precise plan. 2. The request is categorically exempt (class 3a) from environmental revie~:~, since i:he building is less than 2000 sq. ft. [3, f,hRLYSIS 1. The Precise Pian ~- f_x!iibit A shoves the development of the site. The 1500 sq. ft. brrild~ing is a n~~~ove-on (the subject of the foilovrinq agenda item) and r•riil be located on the southerly end of the site next to Cast "L" Street. The parking is located on the north end, arith twelve spaces provided. The Zoning Ordinance requires only six spaces for an 1f300 sq. ft. building. ~. Trvo one-r;ay driver;'ays are proposed. The entrance drive now exists on Telegraph Canyon Road. The exit drive is proposed to come out onto the fi°ontage road °knuctae" leading back to Telegraph Canyon Road. 3. A substantial amount of landscaping--about 1/2 the site--is proposed. 'fhe proposed landscaping treat!nent on the street fr~~oi~tages is consistent with the Scenic High~,!ays Element, which includes this portion of [ast °L" Street. A bicycle route presently exists in front of the site on T?'ir-~~i,aph Canyon. Pead- Th~is route will not be interrupted by this project. 4. Since the site nova consists of tr,o separate legal lots, their consoli- dation -into one lot r-;ould be required through the plat adjustment map process. 5. The precise plan shotls a 20 ft. high, 24 sq, ft. pole sign located on East "L" Street. The Zoning Ordinance allows a maximum height of 16 feet and mar.i:aum area of 32 sq. ft. Although the proposed sign is smaller than a~llo~,red, 'it is four feet higher than the maximum permitted. 6.
