RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA ACCEPTING BIDS AND AWARDING
CONTRACTS FOR LIBRARY FURNITURE AND ACCESSORIES
TO BE INSTALLED IN PLACE FOR THE CHULA VISTA
CITY LIBRARY
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, bids have been received for the furniture
and accessories, installed in place, for the Chula Vista City Library
in accordance with the documents as shown in Exhibit "A", attached
hereto and incorporated herein by reference as if set forth in full,
and
WHEREAS, it is recommended by the Purchasing Agent
and the City Manager, after analysis of all of the bids received,
that said contracts be awarded to the lowest responsible bidders:
Section I to Estey Corporation in the amount of $79,363.26; Section II
to Parron-Hall in the amount of $29,697.95; Section III to Southwest
Office Interiors in the amount of $92,169.07; Section IV as follows:
Academic Specialties, $16,756.48; Austin Office Interiors, $43,096.74;
Parron-Hall, $26,899.08; Quality Cabinet & Fixture Co., $17,543.00;
Southwest Office Interiors, $42,029.48; J & J Equipment Co., $965.45;
all of whom have assured the City that they are licensed in the
State of California.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Chula Vista does hereby accept said multiple bids
and does hereby award the contracts for said sections as follows:

Subject: Library furniture bids and evaluation
The furniture bid specifications were written to conform to the items desired by the
interior designer, Marshall Brown. Mr. Brown selected a premium quality line of
furnishings which, in his estimation, would be attractive and durable for use in the
new Library.
Bid specifications stated that the City would consider other brands, provided that
the general design, color .and performance would not be downgraded. Bidders were
required to submit samples if requested.
Due to the economic conditions and length of time required before delivery could be
made, the specifications provided for an escalator clause if the bidder was unable
to bid a firm price. Maximum limit of escalation was required for consideration.
Bids with escalation are considered by adding the percentage of escalation to the
base price, i.e. $50.00 plus 10% escalation equals a bid price of $55.00. Documentation
from the manufacturer is required for any increases. In the event of a decline in
market prices below the price bid, the City receives benefit of such decline.
There are four sections in the bid and evaluation of bids received will be by section.
SECTION I - Steel Book Shelving

The interior designer specified the Ames shelving which was bid by Bert C. Gentle Co.
Estey, J & J, Wilson and Gentle were requested to furnish one starter and two adders
of 7' shelving for evaluation. A committee composed of Tom Williamson, Project
Architect; Ray Holt, Library Consultant; Marshall Brown, Interior Designer; Bluma
Levine, City Librarian and the Purchasing Agent evaluated the shelving. It was deter-
mined by the committee that the low bid, Estey Corporation shelving, will meet our
requirements. The Ames represen-tative states that the Estey shelving does not meet
the earthquake requirements of the State Code under titles 21 and 24. I spoke to
Mr. McCord of the State Office of Architecture and Construction, Structural Safety
Division, regarding this matter. Mr. McCord states that these chapters relate to
schools, and that the City is governed by the Uniform Building Code, 1973 edition.
I consulted with Don Lindberg, City Attorney, and with Gene Grady, Building and
Housing Director, regarding this issue. Gene Grady confirmed Mr. McCord's statement
and stated that the shelving vendor would have to comply with Chapter 23, table No.
23J (Horizontal Force Factor C) of the UBC on any shelving over 6' in height. He
will also require design calculations and they will be checked by Building and Housing
for compliance. Estey has submitted a letter certifying that they will meet seismic
loading requirements in both the overturning in lateral direction, as well as over-
turning or failure in the longitudinal direction as required. The City Attorney states
that this is acceptable. It is the recommendation of the Purchasing Agent and the
evaluation committee that the low bid of Estey Corporation be accepted.
SECTION II - Steel Office Furniture

The specified brand in this section is the Probber custom design furniture. This
section contains a major percentage of the high public use items such as the work
tables, carrels and card catalog files. Quality in construction is very important if
this furniture is to withstand heavy usage.
The bid from Heibert is on their stock line which does not conform to the design require-
ments as specified by the interior designer. Laminated plastic and vinyl banding is
used on the carrels instead of solid oak. This eliminated their line from consideration.
Bellview Furniture Company, the low bidder, submitted a bid on custom furniture and
enclosed drawings of the design to be furnished. The design being acceptable, they
were asked to submit a prototype carrel;.: table and card catalog for evaluation. A
committee composed of Tom Williamson, Project Architect; Ray Holt, Library Consultant;
Marshall Brown, Interior Designer; Bluma Levine, City Librarian, and the Purchasing
Agent met at the Purchasing Department to review the prototypes. A prototype is
normally constructed to accentuate the construction standards and quality of the firm.
The Representative from Bellview was present and stated that his firm, as shown on the
bid, would make any changes as to dimensions, style, material, finish, etc., at no
expense to the City if they received the award. This will require approval of all
drawings prior to construction. The prototypes seen were considered representative
of the manufacturer's work. The following areas which were not acceptable are:
STRUCTURAL'
1. Metal connections in trestle legs instead of doweling
2. Horizontal shelves on carrels not dodo method
3. Bracing members in carrel which will come in contact with users have sharp edges
4. Weak miter joints
5. Poor wood joinery: legs on carrel, back to top and sides of cabinet in card
catalog, mitering on back of cabinets
6. Card Catalog vertical dividers partial instead of full length, stapled guides
and runners, runners unfinished at front and splinter.

APPEARANCE
1. Direction of wood grain inconsistent
2. Variation in wood colors (poor selection of wood)
3. Poor finish on wood
4. Legs on carrel made of laminated pieces instead of from solid stock
5. Card catalog drawers when in closed position are inconsistent; not flush and
show edges, twist.
After viewing the prototypes, it was suggested that a visit to a Bellview installation
be made. The Fullerton Public Library has Bellview Furniture which was installed approxi-
mately two years ago. A committee composed of Marshall Brown, Lane, Cole, Bluma Levine,
Herman Struvald (City Employee) and the Purchasing Agent traveled to Fullerton. At
Fullerton, Robert Richard, a staff member associated with the design development,
installation and inspection, made the following observations with respect to furniture
supplied by Bellview:
1. Some furniture was rejected because of full miter at exposed edges of laminated
plastic and breakage resulted.
Note: In accordance with the Manual of Millwork Standards of the Industry
compiled and adopted by the Woodwork Institute of California the mitered
edge as installed is unacceptable in any grade (Economy, Custom, or Premium)
and totally unacceptable in commercial building application. Marshall
Brown believed the factory used prelaminated boards which are less expensive
than shop applied laminated casework.
2. There had been no attempt to match cuts or grains in wood assembly and numerous
wood laminations were visible throughout.
Note; Casework should have been carefully selected and matched. The Woodwork
Institute of California under both their Custom and Premium quality codes
would not allow lamination under these circumstances.
3. There was a vast variation in color of finish and there was no attempt to com-
pensate for unmatched wood with the finish and the finish had discolored.
P1ote: Correct procedure for finishing would be-
a) stain for uniformity of color
b) seal all surfaces
c) sand smooth
d) lacquer and rub a minimum of three coats
The cabinets displayed were believed to be oil finished and not sealed or
stained for uniformity. Therefore, the units absorbed hand dirt, etc., and
were badly discolored.
4. Thete had been use of both red and white oak.
5. There were at least two separations of panel ends from the table top visible
at this time.
6. There were numerous fills and poor edge details.
7. In the most recent purchase the plastic laminate did not meet the leg and
Bellview had painted the closure to match the laminate.
g. Table tops were supported by metal angles rather than constructed as an
integral unit.

9. Plastic laminate tops were only on one side and would result in future warping.
10. Leveling device far all units were not accessible without unloading unit.
It was the concensus of the committee that the appearance of the units was unacceptable,
considering the use for a period of only two years.
The two Probber items viewed by the committee have been in use in the Chula Vista
Library for approximately six months. The structural and physical appearance denote
a high quality construction. Woods match, joints are tight and the finish is excellent.
Marshall Brown inspected Probber Showrooms and installations in the Chicago area before
deciding to specify Probber. The installation at De Paul University in Chicago has been
in use since 1968 and is a $120,000.00 installation. The same furniture is specified
for Chula Vista. Mr. Brown inspected this installation twice and states that he was
very impressed with the construction and appearance.
I called De Paul University and spoke to Ms. Rita Stritch, a staff member, and she
informed me that the University is well satisfied with the furniture and service.
She emphasized the fact that the wood and grains matched and the finish was excellent.
Considering these factors, it is recommended that the Probber line be furnished far
the Library.
Parron-Hall submitted a bid of $79,415.04 with a maximum 10% escalation clause for
a total, including tax, of $92,597.93. The low bidder on the Probber line is South-
west Office Interiors at $92,169.07.
SECTION IV - Miscellaneous
This section consists of fifty four (54) different items in various quantities.
Seven (7) bids were received. A tabulation of bids received is attached. The low
bid of Hiebert Inc. on items 13, 14, 15 and 16 does not meet the design requirements
as specified. On these items, the next low bid is recommended. On the balance of the
items, it is recommended that the low bidder receive the award. Attached is the list
showing recommended vendors and items to be awarded to each firm. This totals, includ-
ing tax, $147,290.23.
