RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA URGING THE LEAGUE OF CALIFORNIA CITIES
TO STRONGLY SUPPORT LEGISLATION TO PERMIT BUSINESS
LOGO SIGNS ON FREEWAY RIGHTS-OF-WAY
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, local governments have for many years attempted
to regulate signs in the interests of enhancing the general appearance
of the community, while at the same time stimulating the business
operations of the city, and
VTHEREAS, the advent of freeways with high speed traffic
has created a situation clearly antithetical to the goal of sign
regulation because of the necessity to permit freeway oriented
business signs for those businesses logically oriented to the free-
ways, located at intersections where motorists must exit to satisfy
their needs, and
WHEREAS, there has been a continued resistance to
provide an alternative to the use of freeway oriented business signs
by allowing advertising with logos on freeway rights-of-way, and
WHEREAS, AB 445 and SB 326 introduced in the current
session of the legislature proposed the formulation of sign controls
which would produce aesthetically attractive commercial identification
by permitting official business directional signs and sign plazas with-
in the rights-of-way, and
WHEREAS, identification of businesses by signs within
the freeway rights-of-way has several advantages over the more common
onsite signs:
A. The skyline would be free of the tall freeway
oriented signs so prevalent along highways today.
B. Signs in the right-of-way can be located in advance
of the offramp to provide adequate notice to motorists.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista, on behalf of themselves and members of the
business community seeking proper identification of their operations,
and of the community as a whole seeking the elimination of unsightly
and unnecessary signing, does hereby urge that the League of California
Cities go on record as supporting the use of business logo signs on
freeway rights-of-way as an important and viable option to the cities
and to freeway oriented businesses and that the League of California
Cities use all of its resources to secure the passage of necessary
legislation to this end.
BE IT FURTHER RESOLVED that the City Clerk o£ the City
of Chula Vista be, and she is hereby authorized and directed to
forward a certified copy of this resolution to the League of California
Cities.
