Development of F.A.U. Programs and the Appointment of Committee
Member

ITEM EXPLANATION
A new Federal Aid Highway Act (the Federal Aid Highway Act of 1976) was
recently enacted which, among other things, provides funding for transit
and for road projects on the Federal Aid Urban system. The Federal Act
requires the states to develop procedures for local implementation of the
Act.
The Thoroughfare Advisory Committee, in accordance with the 1976 Act, has
developed procedures for the implementation of the Federal Aid Urban Program.
These procedures supplant those developed for the 1973 program.
The purpose of the procedures is to define the cooperative process used in the
San Diego County urbanized area for the selection of projects and the
development of programs for the expenditure of FAU funds. The new procedures
reflect the changes brought about by the 197Fi legislation which created the
Metropolitan Transit Development Board (MTDB) and the North County Transit
Development Board (tdC1DB). This legislation gives the MTDB the authority
to approve priorities within its area of jurisdiction which includes Chula
Vista. A flow chart which was recently submitted to and approved by the
Council and is attached to the draft procedures as Exhibit A depicts the
step by step process proposed in the implementation of the FAU program.
This flow chart also shows how the MTDB fits into the process.
On June 17, 1976, the Thoroughfare Advisory Committee approved a draft copy

of the San Diego urbanized area Federal Aid Urban Program procedures for
submittal to member agencies for review with the request that the procedures
be approved.
A summary of the principle elements of the procedure follows.
1. The agencies elegible to submit applicationa are determined. These
agencies include the 11 cities in the urbanized area, the County,
CALTRALdS District 11, the MTDB and the NCTDB.
2. The requirements for project applications are spelled out. These
include such things as conforming to the local agency's general
plan, appearing on the approved FAU system map, etc.
3. Applications are evaluated by the FAU Advisory Committee (heretofore
called the Thoroughfare Advisory Committee). Membership and duties
of the committee are defined.
For the purpose of evaluation, projects shall be divided into 3
categories as follows:
a) Regional road projects - up to 50~ of available funds. Regional
projects shall be selected from that set of FAU system roads
which have been identified as regionally significant. 1/5 of
the regional projects may be traffic signals and road reha-
bilitation (overlay) projects.
b) Transit or transit assist projects - up to 25% of available
funds. Transit projects includes almost any type of transit
or transit assist project except the purchase of rolling
stock. Rolling stock was excluded due to the availability
of funds from other sources for this purpose.
c. Local road projects - a minimum of 25~ of available funds.
This money will be allocated to individual agencies for needed
projects on the FAU system.
Within each of the above categories priority lists are to be
developed for the distribution of funds to specific projects.
4. The procedures indicate that any funds for regional or transit
projects which are not used are to revert to local road projects
for distribution to applying agencies.
5. There are certain special allocation controls in the procedure
as follows:
a) FAU funding for any project or combination of projects sub-
mitted by CALTRANS shall not exceed 33-1/3g of the total
available FAU funds.
b. In accordance with legislation, the City of San Diego will
be guaranteed a percentage of funds approximately equal
to its percentage of population in the urbanized area.

the corporate limits of the City of San Diego, shall be
credited to the City for the purpose of determining the
percentage o£ funds.
c) No changes to the evaluation process shall be made following
the deadline for project submittals.
6. The FAU Advisory Committee will assemble a priority list of
projects within established guidelines for transmittal to
appropriate agencies for ratification. The project listing
shall be considered approved if favorable action is indicated
by resolution from local agencies representing:
a) The majority of the incorporated cities.
b) Incorporated cities representing the majority of population
in the urbanized area.
c) The incorporated city with a population greater than 200,000.
The above approval is in accordance with federal requirements.
If approval of the program does not occur, then the FAU Advisory Committee
shall restructure the program in order to resolve the objections.
If approval of the program as stated above does occur, then the FAU
Committee assures appropriate review by the various agencies, as shown
on the flowchart (Exhibit A).
A copy of the complete program procedures is attached.
APPOINTMENT OF COMMITTEE MEMBERS:
In the forwarding letter from the Thoroughfare Advisory Committee, it was
requested that formal action be taken by each Council to appoint one
committee member and one alternate to the Thoroughfare Advisory Committee
as set forth in the new procedures or to approve the continuation of the
existing appointments.
The function of the committee is for an objective evaluation of projects
on a technical basis.
Therefore, the continued technical makeup of the committee seems appropriate.
It is recommended that the current representatives to the Thoroughfare
Advisory Committee, William J. Robens, Director of Public Works (Member)
and John P. Lippitt, Assistant Director of Public Works (Alternate) be
appointed as the representatives to the FAU Advisory Committee.
