ITEM EXPLANATION: 1. In May 1975, the City Council approved the prezoning and rezoning of 3.4 acres of land on the south side of Kennedy Street between Second and Third Avenues to R-3-M-P (one unit per 2000 sq. ft., subject to a precise plan). The applicant has submitted a precise plan for 69 apartment units. 2. The moratorium recently established in this area specifically exempted projects which had received Planning Commission approval of a precise plan. This project had received such approval. 3. A Negative Declaration of the Initial Study, IS-75-20, on this project was previously certified by Council in 1975. B. DISCUSSION Proposed Plan. The applicant proposes to construct a 69 unit apartment complex of English Tudor design. The development consists of five two-story structures and garages located on the periphery of the site. Four of the buildings are identical 16 unit structures with 8 one bedroom units on each floor. The other building has 5 one bedroom units with a laundry and storage room. Parking for 138 cars is provided, 69 in garages and 69 in open spaces, 14 of which will be handicap spaces. The plan has 46 spaces more than the Code requires. The proposed project also exceeds the minimum open space requirement. All of the open space is located in the common area. Conformance to Precise Plan guidelines. The Precise Plan guidelines require the applicant to use the west side of the site for parking and access and to minimize the effect of the project on adjoining properties to the east by the use of landscaping, fencing and setbacks. The proposed plan conforms to the guidelines. Parking and driveways are used on both the east and west portions of the site. Although located on the property line, the garages will provide a substantial buffer from and to adjacent uses and should be even more effective than open parking. C. CONCLUSION The proposed project meets the criteria established for approval and exceeds the minimum requirements for parking and usable open space. The English Tudor architecture is acceptable and should be compatible with existing development in the area. RESOLUTION N0. PCM-76-10 RESOLUTIOPJ OF THE CITY PLANNI^IG COMMISSION RECOMMENDING TO THE CITY COUNCIL THE APPROVAL OF THE PRECISE PLAN FOR THE DEVELOPMENT OF PROPERTY IN THE 200 BLOCK OPI THE SOUTH SIDE OF KEfJNEDY STREET WHEREAS, Ordinances No, 1622 and No.. 1623, adopted by the Chula Vista City Council on May 13, 1975, established the zoning of approximately 3.41 acres on the south side of Kennedy Street, approximately 200 feet west of Second Avenue, as R-3-M-P, and WHEREAS, plans for the development of 69 apartment units were submitted by Alton Beauchamp, owner of the property, in June 1976, and WHEREAS, the City Planning Commission held a public hearing at 7:00 p.m. on Monday, July 12, 1976 in the Council Chamber, City Hall to consider the precise plan for development as submitted, and WHEREAS, a Negative Declaration of Initial Study IS-75-20 on this project was certified by the Planning Cortonission on April 9, 1975. NOId THEREFORE BE IT RESOLVED AS FOLLOWS: The City Planning Commission finds that the Precise Plan for construction of 69 apartment units on the south side of Kennedy Street in the 200 block conforms to the General Plan and ordinances of the City of Chula Vista and to the guidelines adopted by Resolution PCZ-75-C relating to the established zoning, and recommends approval of said Precise Plan subject to the following conditions: 1. The property to be developed shall be consolidated in accordance with City regulations and/or the State Map Act. 2. The applicant shall submit a revised Precise Plan, prior to the issuance of any building permits, reflecting the following changes: a. Street dedication of 25.5 feet for public right of way, b. Walls shall be used to screen the open parking areas adjacent to the street and shall be consistent in design with the garages. c. The trash areas shall be relocated to the south end of the garages nearest the street and shall be architecturally compatible with the garages. 3. The site plan and architectural features shall be subject to further refinement by the Planning Department in accordance with the provisions of the Municipal Code. 4. The development is subject to Code requirements pertaining to the Department of Public Works, Building and Housing, and the Fire Department.
