Box Culvert in Fifth Avenue, South of Center Street.

ITEM EXPLANATION
The Director of Public Works received bids in the Engineering/Planning
Conference Room at 11:00 a.m, on June 24, 1976 for the construction of a
box culvert in Fifth Avenue, south of Center Street. The bid proposal
contained two alternates as follows:
Alternate 1: Construction of a Box Culvert in Fifth Avenue and
within the Grace Baptist Temple property at 345 Fifth
Avenue as per Agreement approved by Council Resolution
8086 on March 9, 1976.
Alternate 2: Construction of a Box Culvert within the public right
of way of Fifth Avenue.
Bids were submitted by six general engineering contractors as follows:

1. Accept bids and award contract to T.B. Penick & Sons for Alternate 2
in the amount of $27,177.00
2. Authorize the expenditure of $29,900 from Account No. 250-2501-GT-21.

On June 28, 1976, Engineering Division notified in writing Mr. Kenneth
Johnson, Pastor of Grace Baptist Temple, the results of the bids. The
cost of constructing the box culvert within the church property based upon
the lowest responsible bid of D. L. Muns Engineering Co. is $36,000
including contingencies. On July 12, 1976, the church submitted a letter
to the Director of Public Works indicating that the church membership
has decided that they would not join the City of Chula Vista in a joint
contract for this project. The church has decided to construct their
portion of the box culvert with voluntary labor and their own contractor.
The church expects to realize a savings of approximately $15,000.
The low bid for Alternate 2 submitted by T. B. Penick & Sons is 19.30
below the engineer's estimate of $33,677.00

Amount budgeted in Project GT-21 is $36,400.00
Low bid of T. B. Penick & Sons $27,177.00
Contingencies 2,723.00
Requested authorized expenditure 29,900.00
Balance in Project GT-21 $6,500
