PUblic Hearing - Consideration of tentative subdivision map for Zenit~i V~-
ITEM TITLE: Resolution #8263 -Approving tentative subdivision map for Zenith IV

ITEM EXPLANATION
1. The applicant is proposing to subdivide 3.8 acres into 12 single family residential
lots and one open space lot at the southwest quadrant of East Palomar Street and
Oleander Avenue.
2. The property was previously owned by the City and was sold as excess land. It is
triangularly shaped with an average natural slope of 15q. The residential lots will
be a minimum of 7,000 sq. ft, with the exception of two lots measuring 6400 sq. ft. and
6700 sq. ft. respectively.
3. The developer will be required to pay in-lieu park fees and in addition will be
dedicating back to the City a small open space lot abutting existing City owned Open Space.
4. The subdivision backs up to Palomar Street. The combination of walls and landscaping
adjacent to the street will be maintained by an open space maintenance district.

STAFF RECOMMENDATION: Concur with Planning Commission recommendation and recommend
that the Council find that in accordance with the Negative Declaration on IS-75-15 and
the finding therein the proposed project with not have any significant impact upon the
environment and certify that the Negative Declaration has been prepared in accordance
with CEQA 1970 as amended.
BOARD/COMMISSION RECOMMENDATION: The Planning Commission voted 5-0 recommending
that the City Council approve tentative map PCS-76-5 (Zenith IV) subject to the condi-
tions specified in Planning Commission Resolution PCS-76A5Ya1~1~nOar~o~d$rlce with the
findings contained therein.
