Io FOR MEETING OF: ~-13-76 ITEM TITLE: Resolution#8250:Accepting Proposal and Awarding Contract for Police, Fire Departments Integrated Communications System. SUBMITTED BY~ Director of Building & Housin~,- ,; ITEM EXPLANATION: The existing Police Dispatch Console was engineered, designed and installed by Dispatch Systems (formerly Technical Products Engineering). The existing two console units are to be modified to dispatch fire calls as well as police calls. A third console will be added which will dispatch both fire and police calls. In preparing the budget request, Motorola, General Electric and Dispatch Systems were invited to submit proposals for the design, manufacture and installation of an integrated communications system. These manufacturers were instructed to explore modifying existing equipment or build new equipment. General Electric made no proposals on either method. Motorola expressed no desire to modify the existing console, attempting to integrate their parts with another manufacturer's parts. They proposed an entirely new, three- position dispatch center including a new fire base station. Very little of the existing console would be reusable and its removal would have to be done by City forces. Additionally, a temporary dispatch system would have to be set up during an estimated two week installation period. Motorola estimated the cost at $80,000. FOR MEETING OF 7-13-76 A temporary dispatch center would not be necessary since modifications can be carried out during dispatching operations. It is apparent to staff that communication manufacturers, other than Dispatch Systems, would have to install all new equipment which would cost considerably more than the $26,000 budgeted. Therefore, it is staff's recommendation that bidding requirements be waived and the proposal of Dispatch Systems be accepted for the following reasons: 1. Modification of existing equipment is the most economical approach and apparently can only be handled by Dispatch Systems. 2. Spare parts in stock are still usable. 3. Operational down-time and installation inconvenience would be minimal. 4. No salvage or disposal problems. 5. Peripheral equipment in existing console would not be scrapped. 6. The new, third-position console would have similar cabinetry and control panel layout already familiar to dispatch and maintenance personnel. 7. The integrated system could be in operation in sixty (60) days.
