HomeMy WebLinkAboutReso 2011-161RESOLUTION NO. 2011-161 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING REALLOCATION OF TRANSNET FUNDS IN CHV33 AND APPROPRIATING $50,000 INTO EXISTING CIP PROJECT STM368 FROM THE AVAILABLE TRANSNET BALANCE WHEREAS, on November 3, 1987, the voters of San Diego County approved the San Diego Transportation Improvement Program Ordinance and Expenditure Plan (Ordinance); and WHEREAS, on November 4, 2004, the voters of San Diego County approved the San Diego County Transportation Improvement Program Ordinance and Expenditure Plan (Transnet Extension Ordinance); and WHEREAS, the Transnet Extension Ordinance provides that the San Diego Association of Governments (SANDAG), acting as the Regional Transportation Commission, shall approve a multi-yeaz program of projects submitted by local jurisdictions identifying those transportation projects eligible to use transportation sales tax (Transnet) funds; and WHEREAS, in February 2011, the City of Chula Vista was provided with an estimate of annual Transnet local street improvement revenues for Fiscal Years 2011 through 2015; and WHEREAS, SANDAG's estimate indicates that $128,000 in unallocated Transnet funds from previous Fiscal Years is available for allocation to Transnet-eligible projects; and WHEREAS, as an additional $50,000 in funding is needed for Capital Improvement Program (CIP) project STM368, Lauderbach Elementary School Pedestrian Improvements, in order to cover costs associated with Americans with Disabilities Act (ADA) compliance, staff requests that Council appropriate such amount from the unallocated Transnet funds to STM368 to cover the shortfall; and WHEREAS, the approval of the Fiscal Year 2011/2012 CIP budget reallocated $20,000 in Transnet funds from TF345 to TF375, Traffic Calming at Montgomery Elementary School; and WHEREAS, though such reallocation of funds from TF345 to TF375 does not require an amendment of the Regional Transportation Improvement Program (RTIP), since both projects aze included under RTP project CHV33, School Zone Traffic Calming, SANDAG staff has requested that this type of reallocation be specifically identified and approved by council resolution for audit purposes. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the reallocation of Transnet funds in CHV33 from TF345 to TF375 and the appropriation of $50,000 from unallocated Transnet funds into existing CIP project STM368.
