RESOLUTION OF THE CITY COiJNCIL OF THE CITY OF CHULA
VISTA FINDING THAT IT IS TO THE CITY'S BEST INTEREST
TO ENTER INTO A CONTRACT FOR THE DEVELOPMENT OF AN
INTEGRATED COMMUNICATION6 SYSTEM FOR THE POLICE AND
FIRE DEPARTMENTS WITHOUT COMPLIANCE WITH THE BIDDING
PROCEDURE
The City Council of. the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Section 2.56.170 of the Chula Vista Municipal Code
provides for exemption from the bidding procedure depending upon a
finding of the City Council that special circumstances exist making
it to the City's interest to make purchase without compliance of the
bidding procedure, and Section 1109 of the Charter of the City of
Chula Vista provides that upon recommendation of the City Manager,
the City Council may waive the formal bidding procedure if it is
deemed impractical, infeasible and in the interests of the City to
do so, and
[^JHEREAS, after reviewing proposals submitted by Motorola,
General Electric and Dispatch Systems for the modification of the
existing Police and Fire communication systems to achieve an inte-
grated system, it is recommended that a contract be negotiated with
Dispatch Systems for the following reasons:
1. Modification of_ existing equipment is the most
economical approach and apparently can only be
handled by Dispatch Systems.
2. Spare parts in stock are still usable.
3. Operational down-time and installation incon-
venience would be minimal.
4. No salvage or disposal problems.
5. Peripheral equipment in existing console would
not be scrapped.
6. The new, third-position console would have similar
cabinetry and control panel layout already familiar
to dispatch and maintenance personnel.
7. The integrated system could be in operation in
sixty days.

WHEREAS, it is further apparent that the cost as proposed
by other electronic firms would be considerably higher than the
amount budgeted.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of_ Chula Vista upon the recommendation of the City P4anager
does hereby find that bidding is impractical and the City Manager
is authorized to negotiate a contract with Dispatch Systems for
the development of an integrated communication system for the Police
and Fire Departments.
