When these leases were last extended for a period of six months, an option to purchase was a condition of that extension. Since continuation of the CETA program is now assured for at least another year, these vehicles will be needed. The two lessors, Phd Corporation (lessor of eight vehicles) and Courtesy Chevrolet (lessor of one vehicle) were contacted regarding monthly rental rates for a six or twelve month period, and the purchase price of the vehicles if they were purchased outright. The rental rates and outright purchase prices are shown on Exhibit A. Leasing of the vehicles will cost the City $14,500.80, compared to $32,637.40 for purchase. The vehicles have been maintained by City forces since April 1975, and all the vehicles were new except for the 1973 Ford dump truck. Considering the proposed monthly rental rates, the continued need for the vehicles even if and when the CETA program concludes, the purchase price of the vehicles versus the annual rental cost, and the present condition of the vehicles, it is staff's opinion that the vehicles should be purchased. lde have been advised that the regulations now being developed extending the emergency jobs program will permit the purchase of equipment and vehicles under the program.
