RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE ISSUANCE OF COASTAL
DEVELOPMENT PERMIT N0. 17 FOR MINOR PUBLIC
IMPROVEMENTS IN BAY BOULEVARD FROM "F" STREET TO
"K" STREET
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the City of Chula Vista Local Coastal Program (LCP) has
been certified by the California Coastal Commission; and,
WHEREAS, said LCP includes Coastal Development procedures determined
by the Commission to be legally adequate for the issuance of Coastal
Development Permits and the City of Chula Vista has assumed permit authority
of the Chula Vista Coastal Zone; and,
WHEREAS, a public hearing was duly noticed and conducted on March 1,
1988, in accordance with said procedures; and,
WHEREAS, the City Council of the City of Cnula Vista, as "approving
authority", has reviewed the proposed public improvements to Bay Boulevard
from "F" Street to "J" Street.
N(YW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Chula Vista as follows:
A. The City Council has reviewed the Initial Study and any
comments thereon and hereby adopts Negative Declaration
IS-87-50 attached hereto as Exhibit B; and
B. The City Council of the City of Chula Vista finds, based on the
following findings, that the proposed public improvements,
subject to conditions listed in Exhibit A, is consistent with
the intent of the policies of the certified Chula Vista Local
Coastal Program:
1. the project is located within the existing dedicated
right-of-way of Bay Boulevard adjacent to developed
industrial property. Proposed improvements are consistent
with the land use and circulation elements of the Bayfront
Specific Plan.
2. The project is not located adjacent to coastal resources
and does not provide direct access to the shoreline.
However, the public improvements propesed to be installed
will enhance vehicle and pedestrian circulation within the
Bayfront area.
3. All proposed work will be undertaken on developed or
~ disturbed lands. There are no significant natural plant
or wildlife species present or which depend on the project
site. Implementation of improvements will not result in
any significant impact on natural resources.
4. Proposed drainage improvements will connect to existing
drainage facilities currently out flowing into the San
Diego Bay. The additional storm water anticipated to
enter the system is minimal and will not require any new
downstream improvements.
BE IT FURTHER RESOLVED that the City Council hereby approves Coastal
Develo~nent Permit No. 17.

PROJECT LOCATION: Within the public right-of-way of Bay Boulevard from "F"
Street to "J" Street just west of Interstate 5
PROJECT APPLICANT: City of Chula Vista Department of Engineering & Public Works

A. Project Setting
The project site involves the public right-of-way within Bay Boulevard
just to the west of Interstate 5 between "j" Street and "F" Street. There
are no kn6wn geologic hazards in the area; however, it is quite probable
that expansive soils are present. Groundwater may underlie the project
site; however, it would have a high saline content and, therefore, is not
a good resource. No substantial changes are expected to occur in drainage
patterns or volumes of drainage. The pro3ect site is not subject to
inundation during a lO0-year frequency flood; however, it is 1 ocated
within the Zone B area of the Flood Insurance Mapping of the Federal
Government which indicates subject to a flood during a 500-year
frequency. Although the improvements are of a transportation nature, they
are quite minor and will not in any way affect air quality. In general,
traffic volumes will not be affected by these improvements and, therefore,
air quality and noise effects will not occur.
There are no biological nor cultural resources within the bayfront public
right-of-way.
The project implementation will be in accordance with the Bayfront
Specific Plan and, therefore, will have no substantial aesthetic impact.
There are no residences within the project area. There are no businesses
that will be affected by these improvements. The project will not affect
in any way the ability of the City to provide infrastructure services to
the bayfront; rather, these are improvements that will provide additional
capacity for the City to serve the bayfront area.
Although these improvements are of a transportation nature and could be
construed to provide additional access to the area, it is concluded that
these improvements are not growth inducing in nature. There will be no
additional lanes or right-of-way acquired nor improved; rather, the
existing facilities will be upgraded to meet existing standards and the
standards of the Bayfront Specific Plan.

B. Project Description
The project consists of street improvements within the Bay Boulevard
public right-of-way. They will include curb, gutter, and sidewalk.
Approximately 200,000 sq. ft. of area will be paved either for public
streets or sidewalk. This will require minimal grading because of the
topography of the area. Certain drainage facilities will be require to
protect the improvements. These include:
1. 12" RCP across Bay Boulevard south of "F" Street.
2. A 24" RCP across Bay Boulevard north of "G" Street.
3. An 18" RCP across Bay Boulevard north of "H" Street with two inlets.
All of these facilities will drain toward San Diego Bay and exit from
existing drainage facilities. The project does include the removal of
approximately ll eucalyptus trees between "G" and "H" Street on the west
side of Bay Boulevard.
C. Compatibility, with Zoning and Plans
The proposed project is in conformance with the Bayfront Specific Plan
which is the implementational tool of the Local Coastal Program for the
Coastal Zone in the City of Chula Vista. Therefore, the proposed project
is in conformance with zoning and plans for the area.
D. Identification of Environmental Effects
The only identified environmental effect which could result from project
implementation regards the expansive soils in the area of the project.
Through standard development regulations, any adverse soil conditions will
be identified and mitigated during grading of the property.
F. Findings of Insignificant Impact
1. The project site contains no significant manmade nor natural
resources which could be impacted due to the development of the
property. There are no geological hazards present which could
substantially impact the project. There are potentially adverse soil
conditions which could adversely impact the project; however, through
standard mitigation measures, any substantially significant
environmental impact can be avoided.
2. The project conforms to the Bayfront Specific Plan and, therefore,
the General Plan of the City of Chula Vista. The proposed project
involves the relatively minor improvements of an existing public
ri ght-of-way that implement 1 ong-term goal s and there are no
short-term impacts that could inhibit the achievement of long-term
goals.

3. As was noted in the discussion above, the proposed project does not
involve the addition of any public right-of-way or traveling capacity
within the circulation system for the bayfront that can be construed
to be growth inducing nor would involve any cumulatively significant
impact. There will be other street improvements within the Bayfront
Specific Plan area. These will be in accordance with the Bayfront
Specific Plan for which an environmental impact report was prepared
and addressed the issue of any growth-inducing aspects.
4. The project does not propose nor will it result in any increase in
traffic volumes that could foreseeably result in an increase in air
pollution nor acoustical impact. Any soils problems within the
project area can be dealt with and, therefore, there would be no
substantial adverse impacts on human beings.
