HomeMy WebLinkAboutReso 2011-150RESOLUTION NO. 2011-150 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING RUBBERIZED ASPHALT CONCRETE GRANT FUNDS IN THE AMOUNT OF $500,000, AMENDING THE FISCAL YEAR 2011/2012 STATE GRANTS' FUND BY APPROPRIATING SAID GRANT FUNDS TO TWO EXISTING PAVEMENT-RELATED CAPITAL IMPROVEMENT PROJECTS, "PAVEMENT REHAB (OVERLAY)" CIP STL371 AND "PAVEMENT REHAB (CHIP SEAL)" CIP STL373, IN THE AMOUNT OF $250,000 FOR EACH PROJECT, AND AMENDING THE FISCAL YEAR 2011/2012 CIP BUDGET WHEREAS, on February 1, 2011, by Resolution 2011-014, Council approved the application for Rubberized Asphalt Concrete Grant Funds; and WHEREAS, CalRecycle's Rubberized Asphalt Concrete (RAC) grant program is designed to encourage activities that promote reducing the number of waste tires going to landfills for disposal and provides assistance to local governments to fund rubberized asphalt concrete (RAC) projects including hot mix and chip seal; and WHEREAS, the City received notification of award for Targeted Rubberized Asphalt Concrete ($250,000) and Incentive Rubberized Asphalt Concrete Chip Seal ($250,000) grants via letters dated May 31, 2011, for a total of $500,000; and WHEREAS, all projects funded by the grants aze subject to the following requirements: ^ One hundred percent (100%) California-generated waste tires must be used in the rubber portion of the project(s). ^ Reimbursement will not exceed the amount stated on the Grant Agreement Cover Sheet (CalRecycle 110). • Construction of the RAC portion of any project must commence on or after the date indicated in the Notice to Proceed and be completed by April 1, 2013. ^ The binder material must contain a minimum of 300 pounds (equivalent to 15 percent by weight) of the tire-derived crumb rubber per ton of rubberized binder; and WHEREAS, there are two existing pavement-related projects in the City's Capital Improvement Program (CIP) that will utilize these materials, "Pavement Rehab (Overlay)" STL371 and "Pavement Rehab (Chip Seal)" STL373; and WHEREAS, staff recommends that the City Council accept the grant funds for expenditure in the Capital Improvement Program, appropriate the grant funds to the two, above- mentioned projects for expenditure, amend the Fiscal Year 2011/2012 State Grants' Fund; and, amend the Fiscal Yeaz 2011/2012 CIP Budget. Resolution No. 2011-150 Page 2 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby accept grant funds for Rubberized Asphalt Concrete (RAC) in the amount of $500,000 and amend the Fiscal Yeaz 2011/2012 State Grant Fund by appropriating said grant funds to two existing pavement related capital improvement projects - "Pavement Rehab (Overlay)" CIP STL371 and "Pavement Rehab (Chip Seal)" CIP STL373 in the amount of $250,000 for each project.
