HomeMy WebLinkAboutAgenda Statement 1976/12/14 Item 04, 04aCITY OF CHULA VISTA COUNCIL AGENDA STATEMENT ITEM N0. 4, 4a FOR MEETING OF: 19_la_7F A) Public Hearing - Citizen Participation Process relative to the Community ITEM TITLE: Development Block Grants B) Resolution8438 - Setting January 11, 1977 at 7:00 p. m. as the Date and Time for the Second Public Hearing relative to the Preparation of a Community Development Plan SUBMITTED BY~ Community Development Director(~- ITEM EXPLANATION A) The City Council on November 23, 1976, by Resolution No. 8422, adopted a citizen participation process relative to the Community Development Block Grant and set December 14, 1976 as the date and time for the first public hearing. The purpose of this public hearing is to provide citizens of Chula Vista with an opportunity to express their views as to the allocation of Community Development Block Grant funds to be made available to the City in the amount of approximately $965,000 by Title I of the Housing and Community Development Act of 1974. A notice of this public hearing has been published in the Chula Vista Star News. This notice was also included in a packet which was mailed to some thirty-five organizations as part of the citizen participation process. In addition, staff has contacted the City Boards and Commissions regarding citizen input and program priorities. B) The City is mandated by Block Grant Rules and Regulations to hold at least two public hearings in order to comply with citizen participation requirements. Form A-113 (Rev 5-75) ~~r ..•±,,,A~ ~ ;. n '~~a~:e~;l~ December 9, 1976 T0: Honorable P1ayor and City Council FRO"4: Chairman, Board of Appeals SUBJECT: 1977 1978 Block Grant Allocation At a special meeting of the Board of Appeals held on November 29, 1976, the Board heard a presentation by Paul Desrochers, Community Development Director, on the 1977-1973 Block Grant allocation. Specific questions were asked of Mr. Desrochers on a number of the eligible activities. The Board makes the following recommendations for City Council consider- ation on two of the activities: (1) Smoke detectors be provided free of charge to be installed in all single family dwellings within the designated code en~or~Sement area. (2) Provide the necessary Housing Inspectors and supporting staff to make the Housing Program successful. The Board of Appeals wishes to thank the City Council for the opportunity to provide input to the Block Grant Project. As Chairman of the Board of Appeals and Advisors, I will be available to answer any questions the Council may have regarding our recommendations. However, the Commissioners are desirous of lending their support to two worthy projects as follows: (1) The continued funding of the Senior Citizens Referral Center on Madrona Street is hereby endorsed. (2) Consideration is hereby requested for the purchase and renovation of an existing building in the City of Chula 'Jista to provide a much needed Community Center for utilization by various organizations. '4 December 6, 1976 T0: Honorab1e Mayor and City Council FROf4: Chairman, Parking Place Commission SUBJECT: 1977-1973 Block Grant Allocation In reply to t~1ayor Hamilton`s letter of November 1, 1976, requesting input relative to the above subject, the Parking Place Commission, at its rescheduled regular meeting of December 1, 1976, unanimously voted to forward a recommendation to Council that a total amount ofa60,000 be set aside from Block Grant funds for the acquisition of property in the downtown Parking District for parking purposes. December 6, 1976 _w.~.~1-._,----- T0: Honorable Mayor and City Council FROM: Chairman, Safety Commission SUBJECT: 1977-1978 Block Grant Allocation In response to Mayor Hamilton's letter to Boards and Commissions Chairmen dated Povember 1, 1976, the Safety Commission at its regular November 24, 1976 business meeting unanimously concurred in the recommendation that positive consideration be given to the need for more adequate "'flood and drainage facilities in the City of Chula Vista. This is considered to be a matter of public safety and well being, applicable to the security of both property and individuals. The subject facilities are listed as an "eligible activity", authorized for funding under Federal Block Grants. Dlumerous inadequate and poorly connected "open" drainage stews currently exist in many parts of the City. The primary capacity and efficiency of these slews is often greatly impaired by rubble, debris, excessive vegetation overgrowth, and unstable or non-existent sleva surfaces. A complete system of adequate drainage facilities throughout the City to minimize the potential hazard to public safety and property on the occasion of unseasonably heavy rainfalls from time to time is long past due. It is strongly recommended that past studies suggested facilities, as well as current-like reviewed. The first one is to purchase and restore an existing building in Chula Vista. This building would be used as a Community Center with possible space alloted to the Girls' Club of Chula Vista. The Commission feels this is necessary because yoang people as well as their parents and elders need a central place to attend such things as community craft and music classes and community functions. 41e also felt it might be feasible to allow the Chula Vista Girls' Club to use a few rooms of this building because their membership is expanding rapidly and their present facility is quite small. The other proposal frorn the Youth Commission is to install lighted jogging trails and jogging tracks in some already existing parks in our City. Jogging is becoming increasingly popular and we would like to make it a safe as well as a healthy sport for our community. The Commission would like to note that the high school tracks in our area are not lighted at night.
