ITEM EXPLANATION:
As the first step toward formulating the City's Third Year Block Grant application, it
is necessary to hold a public hearing for the purpose of receiving input from the
citizenry. This will be the first of two public hearings required under the Housing
and Community Development Act of 1974. This same legislation also requires that the
City adopt a citizen participation process which would afford area residents the
opportunity to make their views known as to community needs and priorities relative
to the Block Grant Program. The attached citizen participation packet which will be
mailed to various civic groups and organizations shall constitute the City's
adopted citizen participation process. A copy of the mailing list is provided
herewith.

It is recommended that the proposed citizen participation process be adopted and that
the date of December 14, 1976 at 7:00 p.m. be designated as the time and date for the

Dear Citizens of Chula Vista:
The Housing and Community Development Act of 1974 has provided cities, such as
our own, with an opportunity to implement projects not previously possible under
the constraints of the regular City budget. The City is now preparing to apply
to the Department of Housing and Urban Development for third year program funding
which will total approximately $965,000.
Among the projects completed in the first program year were the following:
- The development of a neighborhood park at Mueller School.
- Operation of a Senior Center for information and referral
services.
- A orogram to provide low-interest home loans.
- Public Improvements such as the reconstruction of curbs,
gutters, sidewalks, and the installation of wheelchair ramps.
- The development of a sports field at Loma Verde.
The City's second year program is currently at its midpoint. Programs being
implemented include: the completion of the neighborhood park at Mueller School;
acquisition and/or clearance of deteriorated structures within the Third Avenue
Central Business District; low-interest home rehabilitation loans; continued
support of the Senior Center; park landscaping and trail development at Loma
Verde; and, various public works improvements.
In order for the City to develop proposed activities for the third year program,
it is important that ce!nmunity representatives and organizations have input
relative to defining community needs and priorities. The citizen participation
provision is an inherent part of the legislation and is specifically oriented
to ensure that those residents most likely= affected by the Community Development
Block Grant activities will have input into needs assessment and priority setting.

The City Council has set December 14, 1976 as the date for the first public
hearing at which time interested citizens will have an opportunity to recommend
project activities and priorities to be included within the third year appli-
cation. To provide various community representatives with information concerning
this program, we are forwarding the attached information packages to various
individuals and organizations throughout the City. The information package
consists of the following items: the Notice of Public Hearing; the Citizen
Participation Process Outline; the Citizen questionnaire on Community Needs
Evaluation; and, a list of eligible activities.
If you require additional information, copies of the Federal Register containing
an "Outline of Grant Regulations" will be available at the City of Chula Vista's
Public Library and also at the Community Development Department at the corner
of Fourth Avenue and F Street. For technical assistance concerning the appli-
cation process or the provisions of the Community Development legislation, please

Notice is hereby given that a Public Hearing will be held at 7:00 p.m.,
Tuesday, December 14, 1976, by the Ci1:y of Chula Vista in the City Council
Chambers, Civic Center, 276 Fourth Avenue, Chula Vista, California for the
primary purpose of providing citizens of Chula Vista with an opportunity
to participate and voice their views on the community development and
housing needs within their respective communities, and to express their
views as to the allocation of Community Development Block Grant funds to
be made available to the City of Chula Vista in the amount of approximately
$965,000 by Title I of the Housing and Community Development Act of 1974
and other titles of the Act with specific reference to housing.

CITIZEN PARTICIPATION PROCESS
The provisions of the Community Development legislation require that
the City, in order to qualify for funding assistance under the Act,
provide adequate program information to those citizens likely to be
affected by the resulting project activities. As part of the applica-
tion process, a certification must be made indicating that a procedure
of citizen participation has been developed which ensures continuing
provision of citizen interaction with the local governmental entity in
the development and execution of Block Grant plans and programs.
While HUD will not require applicants to describe in the application
how they have met the citizen participation provisions, it is mandatory
that all applicants develop and make their local citizen participation
plan pubic, documenting the ongoing activities as part of prescribed
reporting provisions, including narrative of records describing the pro-
cess used to inform citizens about the program, and evidence of public
hearings.
In order to provide the maximum amount of community input to the develop-
ment phase of the initial Block Grant application, the City Council has
adopted the concept which utilizes those existing organizations currently
active throughout the City in community development affairs. As part
of this process, technical assistance will be provided by City staff
on an as-needed basis, as well as the convening of special area meetings
when and where appropriate.
Attached is a chart outlining a proposed Citizen Participation Process.
The process follou~~s a tentative two-month schedule which should elicit
maximum citizen participation and input.
The attached outline for Citizen Participation is meant to point out those
rnain activities which are to occur in the application process. During the
course of the two-month period, additional material on program details,
including the potential projects, fund allocations, etc., will be pro-
vided to community representatives via individual mailings and/or existing
organizations. Provisions will be made throughout the two-month period
to ensure feedback as to individuals'/organizations' input to the Block
Grant planning process. This will be accomplished through the identified
public hearings, special meetings in community areas, and general meetings
with other interested organizations and individuals.

PRIORITY RANKING - COM:'4UNITY NEEDS ASSESSMENT
The attached material includes a Community Needs Assessment Ranking
_ form. This is being provided to individuals and organizations through-
out the City in order to identify general indicators as to community
priorities based upon identified needs. !•lhile this is part of the
City's current effort to prepare a Community Development Block Grant
Program, the priority assessment form is intended to cover those basic
areas of total needs, not therefore restricting community input solely
to those activities eligible under the Block Grant legislation.
While it is the intent of the legislation to direct the Block Grant
resources to principally improving the physical environment vrith the
provision of supportive socia] services, it is felt that a complete
perspective of community needs is important so as to evaluate the impact
of other fundiny sources (Federal categorical programs, revenue sharing,
etc.). The intent is to ensure that all resources directed to the wide
spectrum of community needs are applied in a responsible and meaningful
manner.
After examining the attached material, you are asked to indicate those
needs vrhich you feel are of the highest priority relative to your
community/City. A ranking of these needs areas will provide some indi-
cation as to vrhere general resources should be directed and specifically
tvi{:hin the limits of eligible activities, provide insight as to priorities
for Block Grant money. Please rank these individual needs statements in
the order of importance, adding any additional areas which you feel were
omitted.
If you have suggestions as to specific projects which may be implemented
relative to one of the identified need priorities, please vrrite out a
brief description using the reverse side of the form. Your input to
community/City needs priorities will, together with responses from other
Chula Vista residents, be presented to the City Council on December 14, 1976
1976. This will be a Public Hearing specifically scheduled to evaluate
and prioritize needs relative to the Community Development Block Grant
Program. `

Participation Ciudadana Relativo al Desarrollo
de la Comunidad de Actividades Block Grant Bajo
el Titulo I de el Desarrollo de la Comunidad y
Vivienda de la Ley 1974
Se da la noticia que harbra una Junta Publica el Martel 14 de Diciembre de
1976 a las 7:00 de la noche en el Centro Civico 276 4a. Avenida, Chula Vista,
California, para el proposito principal de proponer a los ciudadanos de Chula
Vista una opotunidad a participar y dar sus puntos de vista en las necesidades
de la vivienda y desarrollo de la comunidad dentro de sus respectivas
comunidades, y a expresar sus puntos de vista referente a la distribution de
los fondos del Desarrollo de la Comunidad Block Grant para que lean hechos
disponibles a la ciudad de Chula Vista en la cantidad aproximadamente de
X955,000 por el Titulo I de la Ley de la Vivienda y Comunidad del Desarrollo
de 1974, y otros titulos de lay Ley con especifica referencia a la vivienda.

Como to ;arovee la Legislation de Desarrollo de Comunidades se requiere que la
Ciudad, a fin de percibir fondos bajo ese Decreto, provea un programa informativo
adecuado a la Ciudadania que resultara afectada por el resultado de las activi-
dades del Proyecto. Como parte del Proceso de Solicitud debe efectuarse
certification indicando que sea desarrollado un procedimiento de Participation
Ciudadana to cual garantiza to previsto, que se sostenga la continuation de
action conjunta con la Entidad de Gobierno Local y la Ciudadania en el desarrollo
y ejecucion de Planes y Programas para Subsidio Federal (Block Grant).
Mientras que HUD no requiere que los Solicitantes describan en su Solicitud
comp han complido con las previsiones de Participation Ciudadana se ordena que
todos los Solicitantes expongan y desarrollen su Plan de Participation Ciudadana
publicamente, documentando actividades como to prevee el requisito de infonnar,
incluyendo la narration de datos que describan el Proceso empleado para informar
a la Ciudadania sobre el Programa y evidencia de Audiencias Publicas.
Con el fin de aportar el grado maximo de Participation Ciudadana a la fase initial
de desarrollo de la Solicitud para Subsidio Federal el Cabildo Municipal a adoptado
un concepto que utiliza de aquellas Organizaciones activas al presente en toda
la Ciudad en asuntos para desarrollo de Comunidad. Como pa rte de este proceso,
la Ciudad prestara asistencia tecnica por medio de su Personal conforme sea
necesario, asi como el convocar a Sesiones Especiales en Aquellas Areas que
resulte apropiado.
Adjunto una presentation delineando el Proceso de Participation Ciudadana. E1
Proceso ;igue un itinerario probable de dos meses. Se solicita la maxima
participation de parte de los ciudadanos.
Con el fin de senalar las actividades de mayor importancia que ocurriran en
el Proceso de Solicitud se adjunta una presentation del Proceso de Participation
Ciudadana. Durante el periodo de dos meses se proveera a los Representantes
de Comunidades y Organizaciones con material adicional sobre detalles del
Programa, description de Proyectos, distribution de fondos, etc. Se enviaran
las comunicaciones por medio de listas personates de Correo o por conducto
de las diferentes Organizaciones. Se guardara especial cuidado durante el
tiempo de dos meses para asegurarse de la participation y esfuerzo de Personas
y Organizaciones que aporten to requerido para el Proceso de Planeacion del
Programa Subsidio Federal (Block Grant). Eso se espera realizarlo por medio
de las Audiencias Publicas, Sesiones Especiales en las Areas de la Comunidad
y Juntas Generates con otras Personas y Organizaciones intersadas.

E1 material adjunto incluye una Forma para Orden de Asesoramiento de necesidades
de las tomuriidades.
Este se suminisfra a Personas y Organizaciones en toda la Ciudad, a fin de
identificar cualquier indication o vestigio posible sobre prioridades en las
Comunidades basandose en las necesidades expuestas.
Mientras que esto es parte del presente esfuerzo por parte de la Ciudad en la
preparation del Programa Subsidio Federal (Qlock Grant) para Desarrollo de las
Comunidades, la forma para asesoramiento de prioridades es con la intention de
abarcar las areas basicas con absolutas necesidades, por to tanto no restrin-
giendo la participation de las Comunidades exclusivamente a aquellas actividades
elegibles para fondos dentro de la Legislatura de Subsidio Federal (Qlock Grant).
Dado a que la Legislation estipula dirigir los fondos de Subsidio Federal
principalmente hacia ambiente fisico previniendo sostener servicios sociales
relativos, se eonsidera necesaria una perspectiva completa Ac las necesidades de
las Comunidades por su gran importancia al evaluar el impacto de otras fuentes
de dineros (Programas Categoricos Federales, Reparticion de Utilidades, Revenue
Sharing), etc. Se intents asegurarse que todos los recursos dirigidos hacia el
amplio espectro de necesidades de las Comunidades lean aplicados de la manera
mss responsable y siynificativa brindando el maximo provecho.
Una vez que examine el material adjunto, le pedimos indicar aquellas necesidades
que Ud. considcre de la mayor prioridad en relation a su Comunidad/Ciudad. E1
Orden con que se presenten esas areas problematical indicara en cierta forma
hacia donde deberan dirigirse los recursos economicos, de manera especifica y
concreta dentro del limite de actividades elegibles para fondos, y ~ ministraran
vision hacia prioridades para dineros del Subsidio Federal (Qlock Grant).
Favor de numerar esas presentaciones independicntes de problemas, conforme su
importancia agregando cualquier otra necesidad que usted estima se omitio.
Estas prioridades deberan ser numeradas en Orden de "1" a "7" (incluyer,do "Otros")
siendo el No. "7" to de mayor prioridad y el No. "7" to de menor prioridad.
Si tiene Ud. alguna sugerencia sobre proyectos especificos que se pudiesen imple-
mentar, relatioo a alguna de las prioridades identificadas como necesidad,tenga
a bien escribir una description torts usando.el reverso de la Forma.
Que su participation para asentar las necesidades de prioridad en su Comunidad/
Ciudad, conjuntamente con la responsiva de otros Residentes de Chula Vista sea
presentada al Cabildo Municipal el 14 de Diciembre de 1976.
Esta sera una Audiencia Publics programada expresamente para evaluar y dar
prioridad a las necesidades relativas del Programa Subsidio Federal (Qlock
Grant) para Desarrollo de Comunidades.

previsto por la Legislatura de Desarrollo de Comunidades favor de comunicarse

Estimable Ciudadania de Chula Vista:
La Ley de Vivienda y desarrollo de la Comunidad de 1974 otorgo a las
ciudades, tal como la nuestra, la oportunidad de implementar proyectos
que no eran posibles debido a las limitaciones de el presupuesto de
nuestra ciudad. La Ciudad de Chula Vista esta preparando una solicitud
al Departamento de Vivienda y Desarrollo Urbano para obtener fondos
que financien el tercer ano de este programa. Los fondos solicitados
son aproximadamente de $965,000 dolares. Entre los proyectos termindados
en el primer ano del programa estan los siguientes:
- E1 desarrollo de un jardin en la escuela Mueller.
- Operation de un centro para personas mayores de
edad con servicios de information y de referencia.
- Un programa para otorgar prestamos para casa a
bajo interes.
- Mejoramientos publicos, tales como, reconstrucion
de cordones de acera, banquetas y la instalacion
de rampas para sillas de ruedas.
- E1 desarrollo de un Campo deportivo en Loma Verde.
El programa, en su Segundo ano, esta a la mitad. Los programas que se estan
implementando incluyen la termination del jardin en la escuela Mueller, la
adquicision y/o desalojamiento de las estructuras deterioradas a to largo
de el Distrito Central de Negocios en la Avenida Tercera; prestamos a bajo
interes para el mejoramiento de casa; la continuation de el sostenimiento
de el Centro para personas mayores de edad; el hermoseamiento de jardines
y el desarrollo de veredas en Loma Verde y varias mejorias publicas.
Para que is ciudad implemente las actividades propuestas para el tercer ano
del programa, es muy importante que representantes de la comunidad y de
organizaciones tomen pa rte en la definition de las necesidades y prioridades
de la comunidad. Lo provisto respecto a la participation de la ciudadania
es pa rte Integra de la Ley y esta expresamente dirigida a asegurar que los
que puedan ser afectados por las acciones del Desarrollo de La Comunidad
Block Grant tomen pa rte en el fijamiento de asesoramientos y prioridades.

E1 Consejo de la Ciudad ha fijado el 14 de Diciembre de 1976 como la fecha
para una audiencia publica en la cual los ciudadanos interesados tengan
la oportunidad de recomendar actividades y prioridades para ser incluidas
en la solicitud para el tercer ano del programa. Para proveer a los
representantes de la comunidad con information relacionada a este programa,
nosotros estamos enviando el paquete de information aqui adjunto a varios
individuos y organizaciones localisados en la ciudad. Este parquete de
information consiste de lossiguientes articulos; el aviso de la audiencia
publica; el resumen del proceso de la participation ciudadana; el
cuestionario para la ciudadania sobre la evaluation de las necesidades
de la comunidad y una lista de actividades elegibles.
Si usted necesita mas information, habra copias del Registro Federal
conteniendo una presentation de los reglamentos de concesion en la
biblioteca de la ciudad de Chula Vista y en la oficina del Departar;ento
de Desarrollo de la Comunidad en la esquina de la Cuarta Avenida y Calle
