ITEM EXPLANATION:
BACKGROUND
1. The applicant has requested approval of a precise plan for the development of a
medical office building on a 5+ acre parcel, which is included within the 30 acre site
of the Chula Vista Community Hospital. The present zoning for the entire site is R-1-H
with the existing hospital constructed under the conditional use permit procedure.
2. The Environmental Impact Report (EIR-76-6) on this project was adopted by the
Planning Commission on September 13, 1976 and forwarded to Council for consideration as
part of the rezoning of the site.
B. DISCUSSION
The applicant, Community Hospital of Chula Vista, has submitted drawings indicating the
proposed development of a medical office building and expansion of onsite parking
facilities for the existing hospital. Development standards, other than data on number
of parking spaces, area of parcels and buildings, and color information on the medical
office building, have not been submitted with this application. The applicant has
submitted a copy of their ground lease agreement which limits tenants in the medical
office building to physicians, surgeons, podiatrists and dentists licensed to practice
in California, and to one pharmacy.

BOARD/COMMISSION RECOMMENDATION On October 25, 1976 the Planning Commission voted 5-0
to recommend that Council approve the precise plan for the construction of the medical
office building subject to the conditions in resolution PCM-76-20. Council should certify
that the EIR information was considered in making its decision on the precise plan.

1. Site Plan.
a. Property. The proposed site is a 5+ acre parcel located in the southwest
corner of the 30 acre hospital site directly across Dora Lane from the hospital. A
65,000 sq. ft., two and three story building is proposed to house up to 53 doctors, a
pharmacy and ancillary facilities. The structure faces Dora Lane with parking occupying
approximately two-thirds of the site. The site slopes to the southwest from Dora Lane
with a total change of elevation of 40 feet with the high point at approximately 445
feet above sea level.
b. Grading. Grading of the site will bench the site to provide for the rear wing
of the "T" shaped structure with a basement or lower floor placed one story below the
first floor of the building wings aprallel to the street. This will produce a flattening
of the rear portion of the site and will accommodate both the building wing and most of
the parking. The basic direction of drainage remains unchanged. However, information
will be required on disposal of run-off from the site. Potential foundation problems
could result from the location of numerous egrthquake fault traces in the area. These
problems are addressed in the conditions for approval. The need for retaining walls and
barriers will require review of grading plans.
c. Zoning requirements. The following comments are made relative to this project's
compliance to the requirements of the C-0 zone.
(1) The medical office, pharmacy, and related uses are permitted uses.
(2) A sign meeting the requirements of Section 19.30.050 of the zoning ordinance
would be permitted to identify the building.
(3) The proposed three story maximum height (45 feet) would be permitted.
(4) The proposed project complies with minimum lot size, lot width, and yard
requirements in the C-0 district.
(5) Offstreet parking for this use requires 5 spaces for each doctor having
office space in the facility. Based on the EIR statement that the number of doctors
will not exceed 53, the number of spaces required would be 265. The exhibit submitted
shows 341 onsite spaces. Staff has suggested modification of the parking area to include
more landscaping and a less congested appearing arrangement which would better relate to
the topography and require less modification of the existing land form. Loading facilities
will require clarification. The applicant has proposed that parking needs for physicians
with office space in the medical office building will be served by a new parking area to
be constructed on Community Hospital property across Dora Lane. The number of spaces for
which credit will be considered in connection with the office building will be evaluated
by staff upon review of final development plans.
(6) Trash storage areas are shown and may require relocation because of driveway
slopes.
(7) Landscaping indicated on the precise plan submittal indicates basic compli-
ance with the landscaping required for the C-0 zone. More detailed plans and details
will be required to be reviewed by the City Landscape Architect in connection with
submittals for building permits and will be required to be in compliance with the applic-
able ordinances and the Landscape Manual.

(8) Performance standards for the C-0 zone will require conformance.
d. Phasing of development is indicated on the site plan and discussed in the EIR.
Assuming the medical office building will be constructed in three stages, more
detailed information regarding site work, parking and landscaping to be completed as
part of each phase is required. Approvals for building permits will require Planning
Department review of each phase for conformance to requirements of the conditions of the
C-O-P zone and to the approved precise plan.
e. Architectural elevations submitted for the proposed project indicate that the
proposed building is essentially compatible with the existing hospital, including
colors and the basic vertical character of the exterior elevations. Staff recommended
that exposed masonry not be used as it would introduce an additional design element and
plastering the masonry was agreed to by the applicant's architect. Specific building
details, materials and final colors will be reviewed as part of the building permit
application for conformance with the precise plan submittals and conditions of approval.
f. Staff has recommended that sidewalks adjacent to Dora Lane, the hospital drive
and the medical office building create a continuous system of walkways which will encour-
age pedestrian circulation within the site and provide convenient access to public trans-
portation serving the site.
g. Street design will be required to meet the standards established by ordinance
and the Public Works Department, including redesign of the cul-de-sac at the termination
of Dora Lane to eliminate the present angled approach of the drifeway south and east of
the medical office building. Full improvements will be required on Dora Lane as
described in the conditions for approval of the rezoning of the property. The Traffic
Engineer's justification of conditions is attached to the report on rezoning of this
property. Under the applicant's proposed phasing of development,the existing half cul-de-
sac would remain as is. As part of the succeeding development phases, the applicant will
be required to improve the cul-de-sac to be consistent with City standards and with
consideration of access to the medical office building parking areas. The specific
configuration and dimensions will be determined at the time, subject to approval of the
Directors of Public Works and Planning.
FINDINGS
Findings are offered in the attached resolution of the Planning Commission.

RESOLUTION N0. PCM-76-20
RESOLUTION OF THE CITY PLANNING COMMT SSION RECOMMENDING TO
THE CITY COUNCIL THE APPROVAL OF ThIE PRECISE PLAN FOR
MEDICAL OFFICES AND RELATED FACILITIES ON THE WEST SIDE
OF DORA LANE OPPOSITE CHULA VISTA COMMUNITY HOSPITAL
WHEREAS, a precise plan for for the development of a medical office building
on a 5+ acre parcel included within the 30 acre site of the Chula Vista Community
Hospital, was submitted in conjunction with application for zone change PCZ-76-B,
and
WHEREAS, Environmental Impact Report EIR-76-6 on the prof ect was adopted by
the Planning Commission on September 73, 1976, and
WHEREAS, the Planning Commission held a public hearing at 7:00 p.m. on
September 13, September 27, October 4, and October 25, 1976 in the Council Chamber,
City Hall, to consider the precise plan for development as submitted.
NOW THEREFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds as follows:
a. That such plan will not, under the circumstances of the particular case, be
detrimental to the health, safety and general welfare of persons residing or working
in the vicinity, or injurious to property or improvements in the vicinity.
The proposal represents an office building which meets or exceeds the standards
typical of such a building and will comply with all City standards concerning
public improvements and will enhance the convenience and delivery of health
services to residents of Chula Vista. The development, as conditioned, will
conform to the requirements of the Environmental Impact Report (EIR-76-6).
b. That such plan satisfies the principle for teh application of the "P" Modifying
- District as set forth in Section 19.56.041.
With regard to subsection A of Section 19.56.041, the subject property is
characterized by a topographic condition which falls off toward the west.
`- Access to the site is unique as Dora Lane is a deadend street and the traffic
problem is potentially great because of peak traffic loads on Telegraph Canyon
,.,, Road and substantial traffic which the proposed use will generate.
c. That any exceptions granted which deviate from the underlying zoning require-
men is shall be warranted only when necessary to meet the purpose and application of
the "P" Precise Plan Modifying District.
The only exceptions granted relate to the requirements for screening walls
along Dora Lane due to the large building setback and slope of the site and the
deletion of zoning walls based on the large site, great sideyard and rear yard
distances and the nature of the topography.
d.. That approval of this plan will conform to the General Plan and the adopted
policies of the City.
The plan and land use conforms to those shown on the adopted General Plan.
BE I'f FURTHER RESOLVED that the City Planning Commission recommends tc the
City Council the approval of the Precise Plan for the construction of a medical
office building on a 5+ acre parcel at 740 Dora Lane, subject to the following
conditions:
1. That the Precise Plan is approved only for the development of the medical
officebuilding, shown as Parcel No. 1, and for the off street parking and other
ancillary facilities related to that specific project.
2. Test trenches shall be excavated along the proposed foundations to deter-
mine the existence or absence of earthquake fault traces so that no structures
will be constructed over major faults.
3. Final grading plans shall indicate both natural and proposed finish grades,
retaining walls, slopes, driveways, paving, curbs, planters and other necessary
onsite improvements includeing complete parking layout more reflective of the
topography, all the above meeting the requirements and design standards of the
City of Chula Vista. -'
4. Water flow for fire fighting shall be as determined by the Firs. Marshal,
depending on the type of construction, specific uses and private fire protection
planned. The system, as ultimately constructed, shall be circulating and
reliable, as determined by the Fire Marshal, and shall be required as part of
any and all building permits to be issued. It is estimated that three fire
.E hydrants will be required, one in Dora Lane and two on the office building site.
5. Included as part of the required public improvements shall be a bus loading
area suitable for public transit. The loading area shall consist of a standard
ti;,
sidewalk area for waiting. The sidewalk shall join with a complete system of
pedestrian walks and sidewalks connecting all facilities on the site. The
design and details shall be subject to the approval of the Directors of Planning
~~ and Public Works.
..' 6. The final design of the medical office building shall be subject to archi-
~- tectural review as part of the approval process for building permits.
7. Location of trash storage areas and loading facilities shall be reviewed
by the Director of Planning.
8. The requirement for zoning walls is waived, subject to reconsideration
should grading or other conditions require zoning walls upon review of final
development plans. The requirement for screening walls at the front of the
site shall also be waived.
9. A plan indicating the phasing of construction and fully delineating grading,
' parking and other improvements to be accomplished with each phase, shall be
submitted for review by the Planning Department prior to issuance of grading
and building permits.
70. Any improvements, construction, grading or other similar work on parcels
other than that described as Parcel No. 1 (see legal description attached to
Resolution PCZ-76-B) shall require separate appropriate applications and
approvals in conformance with applicable codes and ordinances of the City of
Chula Vista.
11. The street improvements on Dora Lane adjacent to the property of the
applicant shall be completed with the construction of the proposed medical
building. Said improvements shall include curb and gutter, sidewalk, pavement
and street lighting.
12. The cul-de-sac at the end of Dora Lane shall be extended approximately
26 feet so as to be beyond all intersecting driveways, concurrent with construc-
tion of the second phase of the medical office building. The cul-de-sac shall
be reconstructed per Standard Drawing 174 or such alternative design as may
be approved by the Director of Public Works.
73. The type or types of driveway entrance to be utilized shall be subject to
approval by the Directors of Public Works and Planning.
Note: A grading plan will be required if morethan 250 yards of earthwork is
to take place on the site.
