ITEM TITLE: Resolution 8407: Approving Grant Application to the Energy
Research and Development Administration for Solar Heating System for
the Renovated Post Office and Library Complex

ITEM EXPLANATION:
On October 12, 1976, City Council authorized staff to pursue a grant appli-
cation through the Energy Research and Development Administration (ERDA)
for a solar energy system in the renovated post office and library complex.
The applications for solar energy were distributed by ERDA in the last week
of October and the grant applications must be submitted no later than
November 19, 1976. The consultants for the Civic Center Renovation Project
have been assisting staff in the preparation of the application in order to
meet the November 19 deadline. Staff has indicated to the consultants that
the City will reimburse them for the time they are spending in preparation
of the application. It is anticipated that their reimbursement will not
exceed $2,000.
In a report submitted to City Council on October 12, 1976, staff indicated
that the grant application for solar energy would include solar heating
for the entire post office and library complex, plus a token cooling system
for a portion of the renovated complex. This was based on information
from the local ERDA administrator who indicated that the inclusion of a
token solar cooling system was essential for a successful grant application.
After reviewing the application received from the central ERDA office in
Washington D.C., it is staff's opinion that the inclusion of a token cooling
system .is not necessary. In fact, the inclusion of token solar cooling

may detract from the overall application because the state-of-the-art in
solar cooling has not been refined to the point to make solar cooling
efficient. Therefore, the application that staff proposes to submit to
ERDA provides for solar heating for the renovated post office and library
complex with an additional provision for domestic hot water.
The degree to which the Civic Center can be outfitted with solar energy
is dependent upon the success of the City in receiving funds for the Civic
Center Renovation Project under the Public Works Bill. Both grants are
inter-related and there are four possibilities of funding:
1. The City is unsuccessful in receiving either grant: Under this circum-
stance it would not be cost effective to include solar energy in the
renovated post office and library complex. A solar energy feasibility
study for the renovated complex conducted by Joseph Paoluccio, Mechanical
Engineer, indicates that the City can save as much as $1300 per year
in energy costs for heating the renovated complex. Unfortunately,
the initial capitalization cost for the installation of the solar
energy system is too high to make its installation cost effective.
2. The City is successful in receiving the ERDA money, but unsuccessful
in its Public Works application Solar energy would be included only
in the renovated post office and library complex. The City Hall would
not be included for solar energy because of the costs required to
renovate the building to make it suitable for solar heating. The reno-
vation costs alone would be approximately $100,000 to $150,000, which
would include insulation and a renovated heating/ventilating ducting
system.
3. The City is successful in receiving the Public Works money, but unsuc-
cessful in its ERDA application: The City Council can choose to incur
the additional expense to include solar energy in the post office and
library complex and City Hall, even though it is not cost effective,
in order to reduce the City's demand for energy. The additional cost
would be approximately $115,000 to $125,000.
4. The City is successful in receiving both grants: City staff would
attempt to amend the ERDA grant to include solar heating for the City
Hall. If the City is unable to amend the grant at that time, City
Council can choose to incur the additional expense of including City
Hall in order to reduce the City's demand for energy. The additional
cost would be approximately $30,000 to $40,000. The solar heating system
in the post office and library complex would be so designed to allow
the expansion of solar heating into City Hall.
The grant application for solar energy includes a very innovative approach
to energy conservation in the Civic Center and provides for a unique system
for solar energy. It is staff's opinion that the innovative approaches
taken to energy conservation and solar energy will significantly enhance
the City's opportunity for receiving grant funds.
It is anticipated that ERDA will notify the City in March of 1977 whether
or not we have been successful in our grant application. A copy of the
application to be submitted to ERDA will be available at the Council
meeting for the City Council's review.
