BACKGROUND The Engineering Division of the Department of Public Works, in cooperation with the County of San Diego, is conducting a traffic projection study for the Chula Vista Planning Area. The study indicated that an optimum planning area circulation network is dependent upon the modification of several proposed alignments of major and collector roads presently designated on the Circulation Element of the General Plan Diagram. Primary among the proposed modifications is the substitution of Corral Canyon Road for Acacia Avenue as the major north-south collector road lying east of Otay Lakes Road, and linking Central Avenue on the north with Otay Lakes Road on the south. ANALYSIS The proposed Circulation Element amendment is based on the traffic projection study analysis with evaluated current and future development patterns in the East Bonita Community. The analysis indicated that the major corridor of development will occur farther to the east than originally foreseen, and that Corral Canyon Road rather than Acacia Avenue will best serve as the north-south collector road for the area. Portions of Corral Canyon Road have been built in the Bonita Highlands tract in the County. San Diego County is now in the process of amending their Circulation Element to reflect these changed circumstances. EXHIBITS ATTACHED es. City Council Oi Chula l'is~a, California BOARD/COMMISSION RECOMMENDATION: On October 18, 1976 the Planning Commission voted unanimously to recommend that Council find that the General Plan Amendment will not have any significant impact on the environment and certify the Negative Declaration on IS-76-65; and that Council amend the General Plan in accordance with Resolution GPA-76-11. GPA-7611 RESOLUTION OF THE CITY PLANNING COh:MI5SI0N RECOMMENDING TO THE CITY COUNCIL AN AMEN DkE NT TO TfIE CIRCULATION ELEMENT OF THE GENERAL PLAN TO ADD CORRAL CAgYON ROAD AS A COLLECTOR ROAD AND DELETE ACACIA AVEtJUE AND A PORTION OF AN UW NAMED COLLECTOR ROAD WHEREAS, a traffic projection study conducted by the Engineering Division of the Department of Public Works of Chula Vista, in cooperation with the County of San Diego, indicated that an optimum planning area circulation network is dependent upon the modification of several proposed alignments of major and collector roads presently designated on the Circulation Element of the General Plan Diagram, and WHEREAS, primary among the proposed modifications is the substitution of Corral Canyon Road for Acacia Avenue as the major north-south collector road lying east of Otay Lakes Road and linking Central Avenue on the north with Otay Lakes Road on the south, and WHEREAS, the Lity Planning Commission seta public hearing to consider amending the General Plan by adding Corral Canyon Road as a collector road and deleting Acacia Avenue and a portion of an unnamed collector road, and notice of said hearing, together with its purpose was given by the publication in a newspaper of general circulation in the City at least ten days prior to the date of said hearing, and ' WHEREAS, a hearing was held ar_ said time and place, namely 7:00 p.m., October 18, 1976, in the Council Chamber, City Hall, before the Planning Commission, and said hearing was thereafter closed, and WHEREAS, the Cononission found that in accordance with the findings stated in the Negative Declaration on IS-76-65 the proposed amendment to the General Plan will not have any significant impact on the environment, and certified that the Negative Declarationhas been prepared in accordance with the California Environmental Quality Act of 1970, as amended. R NOW THEREFORE DE IT RESOLVED AS FOLLOWS: 1. From facts presented to the Commission, the Commission finds that public necessity, convenience, general v:elfare and good planning practice require an amend- ment to the Circulation Element of the General Plan jo add Corral Canyon Road as a ~ collector road and delete Acacia Avenue and a portion of an unnamed collector road, as shown on Exhibit A. 2. The Planning Commission recommends to the City Council that said amendment to the General Plan be adopted. 3. That this resolution be transmitted to the City Council.
