BACKGROUND 1. At the meeting of April 18, 1972 the City Council expressed opposition to Route 125 as being premature and too ecologically damaging. Subsequently, Council adopted Resolution No. 6409 supporting the deletion of Route 125, south of 54 interchange to the junction of State Highway 75. 2. On June 17, 1976 the California Highway Commission acted to rescind Route 125 as an adopted freeway route between Route 54 and Route 75. This action removes the commitment of the Sate of California for right-of-way acquisition and freeway construction. B. ANALYSIS The action of the State Highway Commission in June of this year to rescind the status of the San Miguel Freeway as an adopted freeway route within the statewide system in no way alters the need for future access to this portion of the Planning Area. BOARD/COMMISSION RECOMMENDATION: On October 18, 1976, the Planning Commission voted 4-1 (one absent) to recommend that Council find that the General Plan Amendment will not have any significant impact on the environment and certify the Negative Declaration on IS-76-62; and that Council amend the General Plan to remove Route 125 Freeway and substi- tute for it a major road designation in accordance with Resolution GPA-76-9. GPA-76-9 RESOLUTION OF THE CITY PLANNING COi".MISSION RECOMidENDIilG TO THE CITY COUNCIL AN AMENDMENT TO THE CIRCUL ATIOM ELEMENT OF THE GENERAL PLAN TO CHANGE THE DESIGNATION OF ROUTE 725 (SAN MIGUEL FREEWAY) FROM FREEIJAY STATUS TO h1AJOR ROAD STATUS WHEREAS, on April 18, 1972 the City Council expressed opposition to the designation of Route 125 as a freeway as being premature, and adopted Resolution No. 6409 supporting the deletion of Route 125 south of Highway 54 interchange to the junction of State Highway 75, and WHEREAS, on June 17, 1976 the California Highway Commission acted to rescind Route 125 as an adopted freeway route between Route 54 and Route 75, and WHEREAS, the City Planning Commission seta public hearing to consider amending the General Plan by changing the designation of Route 125 from Freeway status to Major Road status, and notice of said hearing, together with its purpose was given by the publication in a newspaper of general circulation in the City at least ten days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., October 18, 1976, in the Council Chamber, City Hall, before the Planning Commission, and said hearing was thereafter closed, and WHEREAS, the Cortur~ission found that ~in accordance with the findings stated in Negative Oeclaration on IS-76-52 that this amendment to the General Plan will not have any significant impact on .t he environrtie nt, and certified that the Negative Declaration was prepared in accordance with the California Environmental Quality Act of 1970, as amended. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: 1. From facts presented to the Commission, the Commission finds that public necessity, convenience, general welfare and good planning practice require an amend- ment to the Circulation Element of the General Plan to designate the San Miguel Freeway (Route 125) as a Major Road and delete it from the freeway network. 2. The Planning Commission recommends to the City Council that said amendment to the General Plan be adopted. 3. That this resolution be transmitted to the City Council.
