When improvements reach completion Brandywine Avenue will extend from its northerly terminus at Telegraph Canyon Road to its southerly terminus at Otay Valley Road. It will serve as an important "collector road" for residential, public and quasi-public uses planned for the area. GPA-76-8 RESOLUTION OF TkIE CITY PLAfL9[PIG COMMISSION RECOMMENDING TO THE CITY COUNCIL AN AMENOMEN7 Tn T!IE CIRCULATION ELEMENT OF THE GENERAL PLAN RY AUDIMG 6RA^lDYWIWE AVENUE, FROM OTAY VALLEY ROAD TO TEL EGP,APH CANYON ROAD, AS A COLLECTOR ROAD ANU P.EALIGN ING EAST NAPLES FlfJD EAST PALOMAR STREETS TD INTERSECT WITH THE PROPOSED ADDITION WHEREAS, development and population growth in the southern part of the City of Chula Vista has resulted in the need for a toilet for street to join Otay Valley Road and Telegraph Canyon Road, and WHEREAS, three sections of a four-lane collector street designated as Brandywine Avenue have been improved within the city boundaries, and WHEREAS, the City Planning Commission seta public hearing to consider adding Brandywine Avenue as a Collector Road on the Circulation diagram and realigning East Napes and East Palomar Streets to intersect with the proposed addition, and notice of said hearing, together with its purpose was given by the publication in a newspaper of general circulation in the City at least ten days prior to the date of said hearing, and WHEREAS, a hearing was held at said time andplace, namely 7:00 p. m., October 18, 1976, in the Council Chamber, City hall, before the Planning Commission, and said hearing was thereafter closed, and 41HEREAS, the Planning Commmission found that in accordance with the findings stated in the Negative Declaration on IS-76-66 that the proposed amendment to the Circulation diagram will not have any significant iripact on the environment and certified that the Negative Declaration was prepared in accordance with the California Environmental Quality Act of 1970, as amended. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: 1. From facts presented to the Commission, the Commission finds that public necessity, convenience, general welfare and good planning practice require an amend- ment to the Circulation Element of the General Plan adding Brandywine Avenue as a Collector Road and realigning East Naples and East Palomar Streets to intersect ~ Brandywine Avenue. 2. The Planning Commission recommends to the City Council that said amendment to the Circulation Element of the General Plan be adopted. 3. That this resolution be transmitted to the City Council. PASSED AND APPROVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA, this 18th day of October, 1976, by the following vote, to-wit: AYES: Conmissioners G. Johnson, R.
