ITEM EXPLANATION
1. The subject properties were evaluated for environmental impact in conjunction with the
submittal of the Halecrest single family dwellings project. No further environmental
action is required.
2. Adjacent General Plan designations.
North - Medium Density Residential (4-12 DU/Ac.)
South - Commercial, Professional & Administrative
East -Medium Density Residential (4-12 DU/Ac.) and Commercial, Retail
West -Medium Density Residential (4-12 DU/Ac.)
3. Adjacent zoning and land use.
North - R-1 residential
South - C-O-P, vacant
East - C-C-P, vacant; R-l, residentia l
West - R-1, residential
4. The General Plan currently designates this property as "High Density Residential." The
property has recently been developed with single family detached dwellings, as are the
remainder of the parcels on the same block. Good planning practice indicates that this
actual use be reflected on the General Plan and that the zoning designation should
ultimately be altered.

Concur with Planning Commission recommendation.
BOARD/ COMMISSION RECOMMENDATION
On October 18, 1976 the Planning Commission voted 5-0 (one absent) to recommend that
Council amend the General Plan in accordance with Resolution GPA-76-6.

0.75 ACRE LOCATED AT TfIE "iORTI{WEST CORNER OF HALECREST DRIVE
AND HALE STREET, FROM HIGH CEtIS]TY RESIDENTIAL (13-25 DU/acre)
TO h1EDIUM DENSITY RESIDENTIAL (4-12 OU/acre)
WHEREAS, an area of approximately 0.75 acre located at the northwest
corner of Halecrest Drive and HaleStreet was designated on the Chula Vista General
Plan for high density residential use, and
WHEREAS, the property was subsequently developed with single family
detached dwellings, and
WHEREAS, the City Planning Commission set the time and place for a public
hearing to consider an amendment to the General Plan to bring it into consistency
with the existing use of the property, and notice of said hearing, together with its
purpose, was given by the publication in a newspaper of general circulation in the
City at least ten days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
October 18, 1976, in the Council Chamber, City Hall, before the Planning Commissi ori,
and said hearing was thereafter closed, and
WHEREAS, the Negative Declaration on IS-75-64 relating to development
of the subject property was certified by the Planning Cormnission on October 27, 1975.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Co~cmission, the Commission finds that
.public necessity, convenience, general welfare and good planning practice require ~.
an a;nendmant to the General Plan for approximately 0.75 acre located at the northwest
corner of Halecrest Drive and If ale Street, as shown on Exhibit A, from High Density
Residential (13-25 DU/acre) to Medium Density Residential (4-12 DU/Acre).
2. The findings of fact in support of said determination are as follows: •
a. The existing use is in conformance with the Medium Density

Residential designation.

'. b. All other parcels on the same block are developed in the range
of Medium Density Residential.
3. The Planning Commission recommends to the City Council that said
amendment to the General Plan be adopted.
4. That this resolution be transmitted to the City Council.
PASSED AND APPROVED BY THE CITY PLANNItG COMMISSION OF CHULA VISTA, CALIFORNIA, this
18th day October, 1976, by the following vote, to-wit:
