Public hearing - Consideration of General Plan Amendment for approximately 30

ITEM EXPLANATION
1. Land use and zoning on the affected parcels.
The area under consideration for amendment is unincorporated territory and zoned R-1-B
(one single family dwelling on a building site of at least 7500 sq. ft. in area). Land
uses on the subject property include single and two family dwellings, plus a number of
vacant parcels.
2. Adjacent General Plan designations.
North - Medium Density Residential
South - Medium Density Residential and Research & Limited Industrial
East -Medium Density Residential
West -Research & Limited Industrial
3. Adjacent zoning and land use.
North - R-1-B and R-1-A (County); single family dwellings
South - R-1-A (County) and R-2 (City); single family dwellings
East - R-1; single family dwellings
West - R-1 and I-L; single family dwellings and vacant
4. Character of the area.
The site in question, an elongated strip of moderate to severely sloping land, is

BOARD/COMMISSION RECOMMENDATION On October 18, 1976 the Planning Commission voted
5-0 (one absent) to recommend that Council find that the General Plan Amendment will
not have any significant impact on the environment and certify the Negative Declaration
on IS-76-61; and that Council amend the General Plan in accordance with Planning
Commission Resolution GPA-76-5.

500 feet in depth and 2,650 feet in length. It constitutes the southerly portion of
the Woodlawn Park community, an older area of deteriorating single family dwellings
situated on large, irregular shaped lots, and served by an equally irregular street
network. The recently constructed Autumn Hills Townhouse development, which is also
a component of the Woodlawn Park subcommunity, lies directly north of the easterly
portion of the lands in question.
Summary: Rationale for the proposed amendment.
a. Research and limited industrial land uses should be established in areas which
are physically capable of accommodating large, level building sites, wide travel ways,
and extensive commercial vehicle maneuvering. The residential land use pattern, steep
slopes, and irregular, curvilinear street system of Woodlawn Park strongly indicate that
the subject subcommunity cannot readily support a well designed industrial park.
b. The designation of the subject territory "Medium Density Residential" would
bring the City of Chula Vista's General Plan with respect to Woodlawn Park into a state
of consistency with the County of San Diego's General Plan (1-11 dwelling units per acre)
and precise zoning plan (R-1-B). The said designation, furthermore, would be consonant
with Woodlawn Park's dominant single family dwelling fabric.

INDUSTRIAL TO MEDIUM DENSITY RESIDENTIAL (4-12 DU/ACRE)
WHEREAS, a regular review of the Chula Vista General Plan indicated a need
to consider an amendment relating to approximately 30 acres in the unincorporated
territory located nn the north side of Main Street between Hilltop Drive and
Melrose Avenue, and
WHEREAS, The Planning Commission set the time and place for a public. hearing
to consider an amendment to the General Plan to bring it into consistency with the
County of San Diego's General Plan and precise zoning plan, and notice of said
hearing, together with its purpose, was given by the publication in a newspaper of
general circulation in the City at least ten days prior to the date of said hearing,
and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
October 18, 1976, in the Council Chamber, City Hall, before the Planning Commission,
and said hearing was thereafter closed, and
~ WFfEREAS, the Planning Commission found that in accordance with the draft
Negative Declaration on IS-76-61 and the findings stated therein the proposed General
Plan amendment will not have any significant impact upon the environment, and
certified that the Negative Declaration was prepared in accordance with the
California Environmental Quality Act of 1970, as amended.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Commission, the Commission finds that public
necessity, Convenience, general welfare and good planning practice require an amend-
ment to the General Plan for approximately 30 acres located on the north side of
Main Streit between Hilltop Drive and Melrose, as shown on Exhibit A, from Research
& Limited Industrial to Medium Density Residential (4-12 DU/acre).
2. The findings of fact in support of said determination are as follows:
a. Research and limited industrial land uses should be established in
areas which are physically capable of ac conmoda ting large, level building
sites, wide travelways, and extensive commercial vehicle maneuvering. The
residential land use pattern, steep slopes, and irregular, curvilinear
street system of Woodlawn Park strongly indicate that the subject sub-
conmunity cannot readily support a well designed industrial park.
b. The designation of the area "Medium Density Residential" brings the
• City of Chula Vista's General Plan with respect to 4loodlawn Park into a
state of consistency I{ith the County of San Diego's General Plan and
precise zoniny plan. The said designation.is consonant with Woodlawn
Park's dominant single family dwelling fabric.
3. The Planning Conani ssion recortmends to the City Council that said amend=
nient to the General Plan be adopted.
4. That this resolution be transmitted to the City Council.
PASSED AND APPP.DVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA,
this 18th day of October, 1S76, by the following vote, to-wit:
