BACKGROUND 1. The Planning Department, during the course of the City Council's consideration of the Shell Oil Company's application to establish a service station at the southeasterly corner of Bonita Road and Bonita Glen Drive, submitted conceptual plans and elevations for the coordinated development of land in the Bonita Glen area. 2. The City Council, at its meeting of January 27, 1976, reviewed the aforementioned plans and elevations and instructed staff to prepare a comprehensive specific plan proposal for Bonita Glen (the specific plan process is designed to promote higher levels of land use innovation and design flexibility than the City's conventional zoning regulations). 3. A preliminary "Bonita Glen Specific Plan" was subsequently prepared, and on three occasions the Planning Department met with property owners of the Bonita Glen area to discuss the provisions of said specific plan. As a result of these discussions the owners of a portion of the Bonita Glen site have filed for the subject General Plan amendment. Staff has included within the proposed amendment the balance of the properties covered by the specific plan, plus adjacent property which is presently developed with uses consistent with the "Retail Commercial" designation. On October 18, 1976, the Planning Commission voted 4-1 (one absent) to recommend that Council find that the General Plan Amendment will not have any significant impact on the environment and certify the Negative Declaration on IS-76-53; and that Council amend the General Plan in accordance with Planning Commission Resolution GPA-76-3 forwarded herewith. COUNCIL ACTION Form A-113 (Rev 5-75) AGENDA ITEM. NO. 4,4a Supplemental page No. 2 B. ANALYSIS Land use and zoning on the affected parcels. The area under consideration for amendment is variously zoned C-C-D, C-N-P, R-3-D, R-1 and C-1 (County). A neighborhood commercial shopping center and service station occupy the parcels to the west of Bonita Glen Drive. Four single family dwellings and vacant land comprise the "Bonita Glen Specific Plan" site. 2. Adjacent General Plan designations. North - Visitor Commercial South - Low and High Density Residential East - Freeway West - Low and High Density Residential 3. Adjacent zoning and land use. North - C-V-P; office and restaurant South - R-E-D; vacant East - Freeway West - R-1, R-3-D; single and multiple family dwellings 4. Need for the proposed amendment. The predominant zone of the site in question is the C-C-D, Central Commercial zone, which is primarily oriented toward retail commercial and compatible uses. The C-C-D uses, generally speaking, are those which are suited to the East Chula Vista/Bonita area, and are the foundation of the Bonita Glen Specific Plan. Therefore, the adoption and execution of the said specific plan, or one similar in concept, are dependent upon the prior redesignation of the territory in question from "Visitor Commercial" to "Retail Commercial" on the plan diagram of the Chula Vista General Plan. Briefly, the specific plan establishes some design parameters and allows some mixture of visitor commercial and retail sales uses. 5. Additional considerations. a. Certain parcels comprising the Bonita Glen Specific Plan are in unincorpor- ated territory and would require annexation to the City. b. Application for rezoning of those parcels not currently zoned C-C-D could be processed subsequent to the adoption of this plan amendment. Should the Bonita Glen Specific Plan not be implemented thereafter, the underlying C-C-D (P) zone and its zonal regulations could effectively control the development of the subject acreage. RESOLUTION Y0. GPA-76-3 RESOLUTION Of THE CITY PL1NN IfIG COMt1I SSION RECOtAMENDiNG TO TRc' CITY COUNCIL A REVISION OF THE GENERAL PLAM FOR P,PPROnIP:ATELY 14 ACRES LOCATED IN THE SOUTHWEST QUACRANT Of BONITA P.OAO ANC I-SOS FROM VISITOR COMMERCIAL TO RETAIL COhPiERCIAL VIHEREAS, the City of Chula Vista has an adopted General Plan, and WHEREAS, State law requires that zone designations of property be consistent with the General Plan, and WHEREAS, on January 27, 1976 the City Council reviewed conceptual plans for the coordinated development of land in the area of Bonita Road and 6onita Glen Drive and directed the preparation of a comprehensive specific plan proposal for Bonita Glen, and WIIFREAS, as a result of discussions with property owners concerning the Bonita Glen pecif is Plan, a request was filed by Eugene York, President, Yor-Land, Inc. for a change in the General Plan designation from Visitor Commercial to Retail Commercial, and WHEREAS, the Planning Commission set the time and place for a hearing to consider said revision to the General Plan, and notice of said hearing, together with its purpose, was given by the publication in a newspaper of general circulation in the City at least ten days prior to the date of said hearing, and Y!HER.EAS, a hearing was held at said time and place, namely 7:00 p.m., October 18, 1976,.in the Council Chamber, City Hall, before the Planning Commission, and said hearing was thereafter closed, and WiiEREAS, the Planning Commission found that in accordance with the draft Negative Declaration on IS-76-63 and the findings stated therein the proposed General Plan amendment will not have any significant impact upon the environment, and certified that the draft Negative Declaration was prepared in accordance with the California Environmental Quality Act of 1970, as amended. NOW THEREFORE BE I7 RESOLVED AS FOLLOWS: 1. From facts presented to the Commission, the Commission finds that public necessity, convenience, general welfare and good planning practice require an amendment to *_he General Plan for approximately 14 acres located in the southwest quadrant of Bonita Road and I-S05, as shown on Exhibit A, from Visitor Commercial to Retail Commercial. 2. The findings of fact in support of said determination are as follows: a. P,doption and implementation of the 6onita Glen Specific Plan is dependent upon the prior redesignation of the area to Retail Conmercial. b. P.etail commercial and related uses are suited to the East Chula Uista/ Bonita area in the vicinity of freeway I-EOs and 6onita Road. 3. The Planning Commission recommends to the City Council that said amendment to the General Plan be adopted. 4. That this resolution be transmitted to the City Council. PASSED AND APPROVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA, this 18th day of October, 1976, by the following vote, to-wit: AYES: Conmissioners Pressutti, R.
